SMX is hiring a Senior Technical Project Manager to own delivery across multiple concurrent state and local government technical programs. SMX advances state and local missions through software development and 24x7 complex environment operations. This role requires someone who can move fast, self-direct with little oversight, and keep multiple high-stakes projects on cost, schedule, and scope simultaneously — not just manage one well. This is a hybrid role supporting our Boston, MA office.

Essential Duties:

  • Plan and manage technical projects to stay in scope, on time, and within budget.
  • Supervise and direct contractor and subcontractor personnel through design, installation, integration, migration, testing, training, and ongoing operational maintenance of account(s).
  • Allocate resources and manage and track services/software/equipment procurement documentation.
  • Report on technical status, schedule impacts, risk, and remediation to stakeholders and leadership.
  • Manage project budgets, identify financial issues early, and develop Rough Order of Magnitudes (ROMs), quotes and proposals both independently and with business development personnel.
  • Drive organic growth on active projects; support larger organization and corporate growth initiatives aligned with the account.
  • Partner with Program Managers and peer PMs on goals, policies, and operating procedures within contract parameters.
  • Demonstrate required Core Competencies in daily activities:
  • o Attention to Detail — Catches discrepancies in budgets, schedules, and documentation before they become client-visible problems.
  • o Self-Motivation — Drives projects forward with minimal supervision; proactively surfaces issues rather than waiting to be asked.
  • o Financial Acumen — Builds and defends burn reports/forecasts and ROMs; can explain budget variance in plain terms.
  • o Learning Speed — Picks up new technical domains, client processes, and tools quickly enough to be productive within weeks.
  • o Technical Acumen — Understands IT infrastructure and system lifecycle well enough to engage credibly with engineers.
  • o Multi-Project Tracking — Juggles 3+ concurrent projects without dropping details or missing deadlines.
  • o Communication Style — Adjusts tone/detail for executives vs. technical teams; delivers hard news clearly and early.

Required Skills:

  • Bachelor's degree in a technical or business-related discipline
  • PMP certification or greater
  • 7+ years managing IT projects, including financial/burn reporting and forecasting
  • Practical project management experience in a State, Local, or Federal government environment
  • US Citizen, able to pass a standard background check
  • Strong written and verbal communication skills to interact with all stakeholder levels

Desired Skills:

  • Knowledge of process improvement techniques and ability to direct improvement initiatives
  • Experience with Agile, SAFe, or hybrid methodologies
  • AWS or other cloud certification; cloud billing/management exposure
  • Experience across MS Project, PowerBI, SharePoint, Visio, Jira
  • Experience in one or more State Agencies, such as Health and Human Services, Department of Revenue/Tax, etc.
  • One or more technical certifications is a plus
