Job Description:
We are GDIT. We think. We act. We deliver. There is no challenge we can’t turn into opportunity. Our work depends on an Instructional Designer joining our Federal Services System Support and Oversight (FSSSO) team to remotely support the Centers for Medicare & Medicaid Services (CMS). Work visa sponsorship will not be provided for this role.
At GDIT, people are our differentiator. As an Instructional Designer supporting CMS, you will design, develop, and maintain public‑facing training products–including user guides, job aids, quick reference guides (QRGs), webinars, narration scripts, video scripts, and microlearning materials—that accurately reflect current Independent Dispute and Resolution (IDR) system behavior, follow CMS editorial and 508 standards, and incorporate feedback from structured multi‑step clearance cycles. You will translate validated technical and policy inputs into user‑centered instructional materials that support stakeholder understanding and program adoption. In this role, a typical day will include:
Training Content Development
- Designing and developing user guides , job aids , QRGs, scripts, and training materials aligned to validated system requirements, workflow steps, and approved screen language.
- Creating narration scripts for webinars, video scripts , and storyboards that translate complex workflow steps into clear, plain‑language learning content.
- Producing 508‑compliant deliverables across all content formats, ensuring accessible design from the outset rather than remediation alone.
- Capturing and validating screenshots and process steps for use in guides, demonstrations, and multimedia training.
- Structuring content for reuse, modularity, and version control to accommodate release‑driven updates.
Cross‑Functional Collaboration
- Collaborating with the system SMEs, UX/HCD Team, Policy Specialists, and/or other Scrum team content reviewers to ensure training materials accurately reflect system behavior, terminology, user experience, and finalized requirements.
- Coordinating with Technical Editors to ensure compliance with CMS and GDIT editorial, formatting, plain language, and accessibility standards.
- Working closely with the Agile Liaison and Operations Coordinator to understand future release impacts and incorporate finalized requirements/screen language into Education, Training, and Outreach (ETO) materials.
CMS Clearance and Version Control
- Managing training products through multi-step CMS clearance review cycles, tracking comments, adjudicating feedback, adjudicating feedback, updating content, and maintaining accuracy and traceability throughout.
- Applying disciplined version‑control best practices, structured file conventions, document tracking, and established editorial workflows.
Standards and Quality
- Utilizing CMS/GDIT style guides, templates, terminology, accessibility, and file convention standards across all deliverables.
- Validating all content for accuracy, clarity, and alignment with approved system behavior and accessibility requirements.
- Continuously improving training materials based on user feedback, system changes, and evolving program needs.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree and 5+ years of instructional design experience developing training products for federal programs or similarly regulated environments.
- 5+ years designing structured instructional content such as user guides, job aids, QRGs, scripts, webinars, and multimedia learning materials.
- Demonstrated ability to interpret complex system requirements, user stories, workflow diagrams, or prototypes and translate them into accurate instructional content.
- Experience creating modular, reusable training components aligned to Agile release cycles and rapid‑update environments.
- Section 508 experience remediating and validating documents and web content (MS Word, PowerPoint, Excel, Adobe Acrobat) and applying accessible design principles.
- Experience documenting system functionality and transforming validated system behavior into user‑centered instructional materials.
- Advanced proficiency in MS Word, PowerPoint, and Excel, including styles, structured templates, tracked changes, and accessibility tools.
- Experience capturing, annotating, and validating screenshots to support instructional demonstrations and step‑based workflows using screen‑capture and editing tools such as SnagIt.
- Proven ability to manage multi‑stakeholder review cycles, track dispositions, and maintain traceability across iterative updates.
- Candidate must be able to obtain a T4 Public Trust clearance.
- Candidate must have lived in the U.S. at least 3 out of the last 5 years.
PREFERRED QUALIFICATIONS:
- Experience working with CMS, CCIIO, HealthCare.gov, Affordable Care Act, or No Surprises Act-related programs.
- Ability to work independently in a fast‑paced, release‑driven environment with shifting priorities.
- Experience designing curriculum-level learning programs, including sequencing strategies for multi‑format training and instructional planning for system updates.
- Familiarity with Agile/Scrum workflows and collaboration with Product, UX/HCD, and technical teams in release‑driven environments.
- Ability to interpret wireframes, prototypes, staging environment behavior, or acceptance criteria and incorporate them into training content with accuracy.
- Skill in designing video demonstrations, narrated walkthroughs, interactive guidance, or microlearning elements that enhance understanding.
- Strong understanding of adult‑learning principles, scenario‑based learning methods, and usability‑focused instructional design.
- Ability to develop style guides, training templates, terminology frameworks, and content governance tools for large programs.
- Experience providing constructive content feedback and collaborating with SMEs, editors, and cross‑functional partners to refine instructional outputs.
