Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 706th Military Intelligence Group, located at Fort Gordon, Georgia.

Duties

  • Serves as the Senior Intelligence Specialist and Subject Matter Expert for the National Security Agency/Central Security Service Georgia (NSAG) Joint Overhead Intelligence, Surveillance, and Reconnaissance (ISR) Operation (JOIO).
  • Receives and incorporates key data from JOIO elements and evaluates all-source information for context to inform SIGINT collection recommendations.
  • Formulates collection strategies and recommends concepts, principles, and methodologies to improve organizational effectiveness in support of the warfighter.
  • Presents recommended operational and/or procedural solutions to JOIO leadership.
  • Prepares documentation and drafts collection plans nesting with overarching organizations’ published guidance.
  • Liaises with senior members of NSAG JOIO and their senior staff to receive feedback and create improvements to collection strategies.
  • Represents NSA/CSS-Georgia and 706th MI Group at national, service component and theater conferences on operational issues, contingency planning and budgetary planning conferences.
  • Present command positions in relation to tasking levied on NSAG enabling development of new methods, approaches and procedures for SIGINT collection. support
  • Researches, coordinates, and produces cohesive and intelligent plans to meet NSAG JOIO goals and objectives.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Providing oversight, advice, and assistance regarding global Signals Intelligence (SIGINT) collection activities; evaluating SIGINT collection strategies and practices to determine their effectiveness; and, presenting related findings and/or recommended improvements to senior staff members and leadership through meetings and briefings. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
