Summary

The primary purpose of the Laborer is to perform recurring laboring work involving grounds, trails, roads, facilities, and developed areas, including moving materials and supplies, operating tools and equipment, and performing basic maintenance and groundskeeping duties. Anticipated Entry on Duty: March - July 2027 Open to the first 250 applicants or until 10/12/2026 whichever comes first. Duties

Some of the Laborer Standard Duties include but are not limited to: Digging ditches and trenches with picks and shovels where soil is hard and compact and must be graded or sloped. Breaking up pavement, soil, or concrete; mixing and pouring concrete, asphalt, and hot/cold mix; filling and leveling holes in damaged roads. Cutting heavy trees with an ax or chainsaw, stacking heavy logs, lumber, and sacks of cement. Moving furniture; removing and setting signs; painting picnic tables and signs; raking and watering lawns; trimming trees and shrubbery; picking up litter; cleaning fire pits, etc. Loading and unloading supplies and materials from trucks, trailers, dollies. Moving heavy items using wheelbarrows and hand trucks. Maintaining buildings, grounds, road, and trails by operating heavy power equipment and hand tools such as lawn mowers, portable snow blowers, shovels, rakes, lawn edging equipment, tar pots, culvert steamers, brush chippers, power compactors, power saws, chainsaws, rock bars, picks, axes, crosscut saws, single-jack hammers, etc. Cleaning and maintaining equipment. Performing janitorial duties for buildings. Operating light duty motor vehicles such as pickup trucks, sedans, flatbed trucks, etc.

Qualifications

All qualifications must be met by the closing date of this announcement-10/12/2026-unless otherwise stated in this vacancy announcement. Applicants must be physically fit and, as required in the Office of Personnel Management Qualifications Handbook X-118C, must possess the knowledge, skills, and abilities of the job elements listed below to perform the duties of the position at the level for which they are applying. A specific length of time and experience is not required. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do the Work of the Position Without More Than Normal Supervision (SCREEN OUT) Ability to Interpret Instructions, Specification, etc. (other than blueprint reading) Ability To Use and Maintain Tools and Equipment Work Practices (including keeping things neat, clean, and in order) Dexterity and Safety If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. You will receive credit for all qualifying experience, including volunteer experience.
