Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Spokane Sector, Targeting & Intelligence Division in Spokane, WA. Additional selections may be made beyond the total number of vacancies specified using this vacancy announcement. Duties

In this position, you will be supporting intelligence and law enforcement operations by compiling, analyzing, and reporting information from law enforcement systems, surveillance tools, and databases. Your work directly supports the Customs and Border Protection (CBP) and U.S. Border Patrol (USBP) mission by providing timely, accurate, and actionable information that helps enforce immigration laws, support border security operations, and protect the safety of officers and the public. This position starts at a salary of $40,948.00 (GS-5, Step 1) to $65,941.00 (GS-7, Step 10) with promotion potential to $80,662.00 (GS-9, Step 10). As a Law Enforcement Information Systems Specialist (LEISS), you will be responsible for supporting intelligence and law enforcement operations through information gathering, tactical reporting, surveillance support, and database analysis. Typical duties will include: Assisting senior LEISS personnel in developing intelligence reports based on research and information gathering used to support Border Patrol operations. Receiving, compiling, and updating tactical intelligence reports that impact real-time enforcement operations within CBP and other law enforcement agencies. Gathering, verifying, and sorting information requested by Border Patrol Agents and law enforcement organizations for accuracy and completeness. Maintaining USBP historical activity data, including apprehensions, seizures, and Significant Incident Reports. Conducting data mining and analysis using national databases to support tactical decisions, mission planning, and execution.

Qualifications

Experience: You qualify for the GS-5 grade level if you possess 3 years of general experience, 1 year of which was equivalent to at least a GS-4, performing duties such as: Using information systems or databases to collect, review, organize, or retrieve data in support of reports, inquiries, or operational activities; Compiling and organizing information from multiple records systems to assist with identifying relevant facts, trends, discrepancies, or missing information; Applying basic knowledge of policies, procedures, regulations, or chain-of-command requirements to route, transmit, or report information accurately and in accordance with established guidelines; Reviewing geographic, jurisdictional, or operational information to assist personnel in understanding locations, service areas, offices, or partner organization responsibilities; Communicating information orally or in writing to gather facts, report findings, respond to requests, or maintain effective working relationships with internal and external stakeholders. Experience: You qualify for the GS-7 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Using information systems or databases to collect, analyze, and organize data to support reports, inquiries, operational activities, or decision-making; Interpreting and applying policies, procedures, regulations, or chain-of-command requirements to transmit, route, or report information accurately and in accordance with established guidelines; Reviewing geographic, jurisdictional, or operational information to identify relevant locations, service areas, organizational responsibilities, or partner jurisdictions; Analyzing information from multiple internal or external sources to identify relevant facts, patterns, discrepancies, or missing information; Communicating findings orally or in writing to gather information, prepare reports, respond to requests, or maintain effective working relationships with internal and external stakeholders. Education Substitution: GS-5: Successful completion of a Bachelor's degree or a full 4-year course of study in any field leading to a Bachelor's degree from an accredited college or university may substitute for the experience required at this level. One year of full-time undergraduate study is defined as 30 semester or 45 quarter hours. GS-7: Graduate Education. Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. -OR- GS-7: A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process by 10/16/2026.
