Amazon Leo is an initiative to launch a constellation of Low Earth Orbit (LEO) satellites that will provide low-latency, high-speed broadband connectivity to unserved and underserved communities around the world. This is a unique opportunity to work in the development of a global broadband satellite communication system and make a difference in bridging the digital divide.

The Lead, Regulatory Affairs, Americas (AMER) supports the development and execution of regulatory strategies aligned with business and service availability priorities, and identifies potential regulatory risks that may impact Amazon Leo’s ability to deploy services throughout the region. This role is primarily focused on South America, with potential engagement across the broader Americas as needed. The candidate will work on strategies and mechanisms to mitigate those risks, and engage and maintain liaison with national and regional telecommunications organizations. The Lead, Regulatory Affairs, AMER will contribute to shaping regulations affecting non-geostationary satellite orbit (NGSO) systems, telecommunications service providers, the access to and use of Ka-band band and other frequencies for satellite services, including emerging direct-to-device (D2D) spectrum bands, and other relevant regulations, in collaboration with relevant stakeholders. The ideal candidate will be responsible for educating regulators on satellite and spectrum regulations, telecommunications services, and other issues involved with deploying and maintaining a global satellite broadband service. The ideal candidate will have experience shaping regulatory frameworks for satellite communications systems -- to include space stations, earth stations/gateway stations, customer/user equipment, spectrum, the provision of services (wholesale and retail models), and the regulatory obligations applicable to satellite operators and telecommunications service providers, be familiar with regulatory agencies in the AMER, and be able to assess and, if necessary, recommend improvements to regulatory frameworks in order to optimize Amazon Leo service to customers. The Lead, Regulatory Affairs, AMER will engage cross-functionally with Public Policy, Legal, Business, Public Relations, Engineering and Operations professionals, and collaborate closely with Amazon Leo Regulatory team members supporting Global Licensing, Engineering, Global Service Compliance, Technical Program Management, and Law Enforcement Response and Intercept.

This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government. As such, the successful candidate must be eligible to obtain any necessary export licenses or approvals based on their nationality, citizenship, and any other factors considered by the applicable export control regulations.

  • Identify potential regulatory risks that may impact Amazon Leo’s ability to deploy services, and propose strategies to mitigate those risks.
  • Support alignment with Amazon Leo business, technical, and customer objectives to execute on regulatory strategies in countries throughout AMER and enable Amazon Leo services.
  • Engage with national and regional telecommunications organizations, while maintaining liaison with regulators, relevant industry actors, and trade associations in the region.
  • A day in the life
  • In this role, you will contribute to shaping national and regional regulations affecting NGSO systems, telecommunications service providers, the access to and use of Ka-band band and other frequencies for satellite services, and other relevant regulations, in collaboration with relevant stakeholders. You will support efforts to enable and protect Amazon Leo’s use of radio frequency spectrum and authorization to provide telecommunications services at home and abroad, helping to define and advance the regulatory agenda to allow Amazon Leo service. You will collaborate with trade associations, government agencies, multilateral organizations, and other operators to shape rules and regulations in the best interest of our customers, and work in close collaboration with Amazon Leo business, technical and operations teams to optimize for customer experience, as well as with Amazon’s Public Policy, Public Relations, and Legal teams to enhance the overall regulatory strategy in priority countries. You will work closely with other regulatory country and domain leads and other Amazon Leo teams to ensure alignment on a country and regional basis, anticipating bottlenecks, and communicating risks clearly to leaders. You will take initiative to drive decisions within your scope, escalate effectively, remove blockers, and will deliver results across the AMER region.

You will report to the Senior Lead, Global Regulatory Affairs for Amazon Leo and work in close collaboration with other team members within the Regulatory team and across Amazon Leo to ensure timely service delivery at scale.

  • About the team
  • The Regulatory team enables and protects Amazon Leo’s use of radio frequency spectrum and satellite orbits worldwide, defining and leading the Amazon Leo regulatory agenda to benefit our customers. We operate globally, engaging with the International Telecommunication Union (ITU), regional/sub-regional organizations, regulatory authorities, and governments. We obtain the required ITU filings and licenses for Amazon Leo operations, coordinate spectrum use with satellite and terrestrial operators, and shape/promote space safety and sustainability. We advocate for rules and regulations in the best interest of our customers at the national, regional, and ITU treaty level, working with governments, trade associations, and operators. We work with the design, operational, and business teams to promote alignment between business objectives, the Amazon Leo Program of Record, and regulatory requirements and delivery. We partner with the Legal, Public Policy and Public Relations teams to execute the regulatory strategy.

Basic qualifications

  • - Speak, write, and read fluently in English
  • - 5+ years of regulatory frameworks and policy analysis methodologies experience
  • - Bachelor's degree in relevant discipline (e.g., telecommunications, international relations, or engineering)
  • - 5+ years of experience in shaping national, regional, and international regulations for the provision of communications services
  • - Experience with satellite and/or telecommunications networks, and familiarity with the regulatory obligations applicable to telecommunications service providers
  • - Demonstrated ability to manage complex regulatory issues and drive them to resolution
  • - Strong analytical, problem solving and communication skills

Preferred qualifications

  • - Experience in working directly with government officials and regulatory bodies
  • - Experience in ownership of projects and communicating timelines and executing independently
  • - Ability to interpret technical analysis, and assess impact on operations and business requirements.
  • - Knowledge of domestic regulatory frameworks applicable to satellite systems in countries throughout the region and experience in ITU regulations related to satellite communications systems
  • - Knowledge of the regulatory obligations applicable to telecommunications service providers across areas including but not limited to: network security and resilience, foreign ownership, universal service, law
