Summary

About the Position: This position is with the Defense Health Agency, located at Tripler Army Medical Center, Directorate of Resource Management, Honolulu Hawaii. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Serve as the Military Treatment Facility (MTF) Department of Defense (DoD)/ Veterans Affairs (VA) Liaison, responsible for the financial oversight and administration of special projects.
  • Coordinate the preparation of guidance, procedures, and direction for planning, organizing, developing, and implementing policy to ensure an efficient and effective program.
  • Develop and write guidance on techniques for management and methods improvements to support resource sharing.
  • Provide direction, coordination, advice, and assistance to clinical and administrative staff to achieve successful program.
  • Authorize, negotiate, and pursue agreements that carry legal implications and requirements under the Department of Defense (DoD) / Veterans Affairs (VA) sharing program.
  • Research and develop plan to resolve reimbursement, claim denial, and authorization process issues.
  • Serve as the Military Treatment Facility (MTF) central Point of Contact for sharing information, providing executive updates, and participating in official site visits/office calls for MTF/VA related issues/events.
  • Serve as Military Treatment Facility (MTF)’s lead facilitator for the Joint Governance Structure composed of the Joint Executive Management Team and Joint Working Groups.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for GS-09: One year of specialized experience equivalent to the GS-07 grade level in the Federal service, which includes performing administrative duties in support of healthcare program operations, tracking cost and manpower efficiency metrics, and preparing draft inter-agency agreements to allocate operational resources in accordance with regulatory guidelines. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Specialized Experience for GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, which includes assisting in the coordination of healthcare program operations, analyzing cost and manpower efficiency data, and compiling draft inter-agency agreements to allocate operational resources in accordance with regulatory guidelines. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Business Management, Accounting. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
