Duties

Purpose: Chief of Staff establishes, develops, and maintains effective working relationships with every directorate to support members, enhance mission effectiveness, and advise the unit commander regarding personnel, logistics, and communications program oversight and execution. Coordinates, synchronizes, and synthesizes products to support initiatives, directives, activities and investments from the Deputy Chief of Space Operations for Operations, Cyber, and Nuclear (COO). Manages all Organize, Train, and Equip (OT&E) functions for US Space Forces - Korea (SFK). Provides authoritative analysis and insight into unit initiatives, posture, and organizational structure, to plan, direct, and oversee all administrative and resource activities. Leads and/or participates in high-level teams and high priority special studies, projects, initiatives, and assignments involving extensive research and fact finding to develop analyses, position and issue papers, and program improvements on a variety of subjects of critical importance to the command. Develops and implements human capital analytics and performance measurement systems to track and analyze unit's personnel and services data

Qualifications

Conditions of Employment (Cont.) Employee must be able to obtain and maintain a Top-Secret clearance with eligibility to access Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive (SS) information, and may need to obtain and maintain approval to access the portfolio of Special Access Programs (SAP) required to perform daily duties. A non-disclosure agreement must be signed. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. (Refer to AFMAN 44-198, Air Force Civilian Drug Demand Reduction Program, certified current as of 04 Oct 2022, as appropriate.) This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization of function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status." In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include Expert knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions, practices, and procedures. Ability to exercise a high degree of rapid innovation and initiative and make independent and timely decisions for resolving program and resource challenges and sound policies and guidance. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions, practices, and procedures. Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level functions and programs for conducting military operations and related administrative programs. Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams. Ability to exercise a high degree of rapid innovation and initiative and make independent and timely decisions for resolving program and resource challenges and sound policies and guidance. Ability to deliver high level written and oral products, to justify, defend, present, advocate, and/or advise on processes, actions, directives, and decisions impacting military operations. Ability to persuasively interact with other senior management personnel from all branches of the service, as well as government officials to negotiate major issues of importance. Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
