Overview
The Manager-Aviation Environmental Operations directs and manages the overall environmental compliance for the Airport Operations. Manages Environmental inspection, analysis, enforcement, and regulatory communications and compliance work. Develops guidelines, budgets, and program activities and provides professional knowledge and expertise for noise pollution, wildlife management, and hazardous spill response.
Essential Functions
1 Manages, directs, and oversees all environmental work performed for the airport and its operations; assigns and coordinates work through crew leaders and gives technical direction as needed; reviews work for quality, evaluates work performance, and coaches, advises, counsels and instructs employees and supervisors.
2 Directs and coordinates work through subordinate supervisors, crew leaders, or team leaders; monitors and manages operations ensuring all work is accounted for and completed and that environmental issues are addressed quickly; oversees the evaluation of environmental findings and provides direction and decisions on challenging issues.
3 Establishes short, mid, and long range goals and objectives; determines goals and objectives needing emphasis and maintains transparency with management, city officials, vendors, and other agencies; identifies the noise pollution impact on the surrounding City, manages wildlife control around airport, and determines processes for handling hazards and spills.
4 Uses and manipulates software applications to analyze data, understands environmental impact, and develops reports to provide management information; submits FAA regulatory reports as required; provides customized reports for regulatory agencies.
5 Performs, oversees, and provides professional input on airport operations with environmental impact; evaluates wildlife mitigation, analyzes activities, and ensures the appropriate inspections; facilitates activities to address noise pollution complaints, wildlife hazards, and hazardous spills.
6 Coaches, advises, counsels, and instructs employees; identifies training needs for employees and finds, develops, and implements methods to improve production or effectiveness.
7 Interviews, evaluates, and makes selection or recommendations on selections on candidates for filling positions or enforcing terminations; hears and resolves complaints from employees or groups of employees and makes recommendations on other disciplinary actions.
8 Oversees and manages the development of management and productivity reports, facilitates special investigations, regulatory audits, and research studies, and plans special projects; oversees inspections and management to support the Environmental compliance operations of the airport.
9 Manages, develops, and oversees the implementation of the department budget; evaluates budget requests, analyzes department revenue and spending, and makes recommendations for budget allocations and resource management.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of the principles and practices of public administration and management.
2 Knowledge of FAA regulations and other Federal, State, or local regulations.
3 Knowledge of establishing, managing, and facilitating goals and objectives.
4 Knowledge of Environmental regulations impacting noise pollution, wildlife mitigation, and hazardous waste spills.
5 Knowledge of project management, permitting specifications, and project schedules.
6 Ability to develop strategic plans and facilitate implementation of initiatives.
7 Ability to develop and implement budget and perform various financial analysis.
8 Ability to handle and delegate inspections and activities to address environmental concerns while keeping the airport fully operational.
9 Ability to create and build effective department through budget and operations management.
10 Communicating effectively both verbally and in writing.
11 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor's degree in an environmental science or related field.
EXPERIENCE:
Seven (7) years of experience working in environmental due diligence, environmental compliance, environmental auditing, aviation environmental compliance, or other related work.
AND
Three (3) year's experience in a supervisory/management role.
EQUIVALENCIES:
Associate degree in any field plus nine (9) years of the required experience including three (3) years of supervisory and/or lead role responsibilities will meet the education and experience requirements.
Bachelor’s degree or higher in a non-specified field plus nine (9) years of the required experience including three (3) years of supervisory and/or lead role responsibilities will meet the education and experience requirements.
Master’s degree or higher in a specified field plus five (5) years of the required experience including three (3) years of supervisory and/or lead role responsibilities will meet the education and experience requirements.
OTHER REQUIREMENTS:
Must be able to pass a Transportation Security Administration (TSA) Federal background check.
Salary Range
$73,590.40 - $91,977.60
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
