Introduction
The Safety & Emergency Response Manager APAC position works with other EHSS (Environmental, Health Safety, Security) leaders, senior ESG, R&D, Engineering & Manufacturing Operations, and Supply Chain Senior leaders in development and implementation of Safety strategies and programs. The APAC Safety & Emergency Response Manager will also interface with external suppliers, global EHSS regulatory agencies, ISO/RBA certification registrar, professional associations, NGOs, & others as needed. This position will develop, and establish Site Safety objectives, and delegate assignments. The APAC Safety and Emergency Response Manager will develop, implement, and maintain processes, programs and operating procedures supporting and driving compliance to all regulatory and GF Worldwide EHS Standards requirements across all of the Asia Pacific Region.
Job Description

Lead and develop a team of Safety Engineers and EHSS experts to promote Safety awareness.
Strategically drive best-in-class Safety programs to reduce risk and prevent severe injuries.
Develop section goals, priorities, performance metrics, and manage the section budget.
Oversee all projects under the Safety Section, ensuring timely and quality execution.
Ensure compliance with company EHS policies and global Safety standards.
Lead initiatives to ensure adherence to laws and regulations related to Safety.
Facilitate stakeholder engagement in identifying and resolving employee Safety concerns.
Resolve vendor and service provider issues tied to performance, billing, or technical quality.
Determine section needs and select professional services, equipment, and materials.
Advise and manage Emergency Response protocols and readiness.
Design and implement EHS training programs for employees and contractors.
Drive a culture of Safety through leadership, audits, and continuous improvement.
Coordinate and lead Safety audits to maintain compliance with ISO45001, SS651, etc.
Analyze Safety data trends and develop action plans for improvement.
Provide coaching and professional development to site personnel to elevate Safety performance.
Job Complexity:
Leads the Safety Section with full strategic, operational, and staffing responsibility, shaping the vision and execution of EHSS programs.
Drives compliance with regulations (MOM, SCDF, NEA) and global standards (ISO45001, SS651), overseeing audits and securing permit validity.
Integrates S afety initiatives across departments and global teams, balancing short-term actions with long-term goals and financial/resource considerations.
Identifies hazards, conducts audits and ergonomic assessments, and leads root-cause investigations. Designs impactful training programs for employees and contractors.
Acts as subject matter expert and mentor, influencing senior decisions, fostering a S afety-first culture, and continuously improving systems and processes.
Required Qualifications:
Bachelor’s degree or higher in Chemistry, Chemical Engineering, Industrial Engineering, Industrial Hygiene or equivalent applicable field.
Minimum 10–15 years of senior EHS management experience in a multinational, semiconductor, or related industry.
Strong working knowledge of ISO 14001, ISO 45001, SS651, MOM, OSHA, SEMI, FM Global standards, and Responsible Business Alliance principles.
Lead Auditor certification in ISO 14001, ISO 18001/45001 is advantageous.
Proven ability to design and execute Safety strategies in complex, cross-functional environments.
Demonstrated experience leading audits, securing regulatory permits, and ensuring site compliance.
Fluent in English, both written and verbal communication.
Willingness to travel occasionally (less than 10%).
