Manager / Senior Manager, eGazette Operations and Resilience

The Policy, Regulation & Competition Development (PRCD) Group is at the forefront of policy and regulatory thinking, where policies and frameworks facilitate the deployment of digital infrastructure, encourage innovation, and support the growth of Singapore’s digital economy. PRCD also builds an inclusive society and addresses emerging threats and challenges in the digital domain.

This role is responsible for overseeing the operations, resilience and continued development of the eGazette Website, which supports the publication of the Government Gazette and is designated as an Essential Service.

The role provides overall oversight of the eGazette Website’s business processes, publication workflows, technical operations, systems. The officer will work closely with Whole-of-Government stakeholders and the Government Printer to ensure that the eGazette service remains secure, reliable and continuously available, and that robust business continuity and contingency arrangements are maintained.

The officer will also lead efforts to strengthen and streamline eGazette operations, including system improvements, policy and process development, capability exercises, business continuity planning, and coordination across agencies and service providers.

[What you will be working on]

1. eGazette Operations and Service Management

• •Oversee day-to-day technical and operational management of the eGazette website, ensuring reliability, availability, and timely issue resolution.
• •Coordinate with service providers (including OGP and the Government Printer) on operational requirements and service delivery.
• •Oversee end-to-end publication workflows and streamline processes to improve efficiency and service quality.
• •Develop and maintain operational policies, procedures, and governance arrangements.
• •Monitor service performance and service levels, and engage stakeholders (including AGC and government agencies) on publication and operational matters.

2. Systems Development and Technical Oversight

• •Lead system upgrades and enhancements to meet evolving operational and WOG requirements.
• •Work with technical partners to resolve issues and strengthen system functionality and resilience.
• •Use analytics tools (e.g. Google Analytics, WOGAA) to generate insights supporting service improvements and management decisions.

3. Cybersecurity, Resilience, and Business Continuity

• •Identify risks and work with stakeholders to establish mitigation and recovery measures in line with WOG policies and Essential Service requirements.
• •Develop and maintain business continuity and contingency plans, and participate in regular exercises.
• •Lead incident response and recovery, and conduct post-incident reviews to drive improvements.

4. Whole-of-Government Stakeholder Management

• •Serve as key point of contact for MDDI, OGP, AGC, the Government Printer, and other WOG stakeholders.
• •Respond to public feedback on eGazette-related issues (e.g. publication of personal data).
• •Facilitate cross-agency discussions and provide recommendations to management on operations, risks, and improvements.

[What we are looking for]

• •Background in Engineering, Information Technology, or a related discipline.
• •Strong experience managing operationally critical digital services, preferably in a government environment.
• •Good understanding of system operations, cybersecurity, business continuity, and disaster recovery.
• •Strong stakeholder management skills across agencies and seniority levels.
• •Strong analytical and problem-solving skills, with ability to translate technical information into practical recommendations.
