Municipal Data Mining & OParl Specialist (m/f/d)

Location: Germany (Hybrid / Remote options available)

About Project IRIS Project IRIS is an applied research initiative capturing and analyzing large volumes of public, unstructured text data from municipal information systems. By tracking local planning decisions before they hit official cadastral portals, we create early-warning systems for infrastructure development. In this role, you will build the automated agents that read and understand municipal government data.

Your Focus & Responsibilities

  • API Integration: Develop and maintain Python-based interfaces to autonomously query municipal council information systems, primarily using the open OParl standard.
  • Document Parsing: Parse and structure extensive text documents, meeting minutes, and official zoning announcements (PDFs, HTML).
  • Text Mining & NLP: Apply regex, text mining, and fundamental NLP techniques to categorize administrative texts and extract spatial entities.
  • Data Harmonization: Clean and transfer the extracted, geocoded data into our central relational database architecture (PostgreSQL/PostGIS).

What We Are Looking For

  • Technical Background: Degree in Computer Science, Data Science, Software Engineering, or equivalent practical industry experience.
  • Core Technical Skills: Solid practical experience in Python, data extraction, API handling, and unstructured format processing (PDF, OCR, JSON). Familiarity with OParl is a strong advantage.
  • Mindset: A proactive problem-solving attitude with an eye for extracting structured truth from bureaucratic texts.
  • Eligibility: Open to local applicants and international candidates (Chancenkarte / Opportunity Card supported).
  • Languages: Professional working proficiency in English (required); fluent or highly proficient German language skills are strictly required to accurately parse and interpret German administrative and legal texts.
