Reporting to: Director of Asset Management & Property Services

Department: Asset Management & Property Services

Contract Type: Permanent, Full-Time

Place of Work: The Red Click (The Generali) Building, Blanchardstown, Dublin 15, D15 YT2H

ABOUT US

Co-operative Housing Ireland works closely with various stakeholders in the housing sector, including Local Authorities, Government, and developers, to provide high quality social rental homes across the country.

In addition to the over 7,000+ homes provided, Co-operative Housing Ireland has supported owner-occupier housing co-operatives to deliver 3,000 affordable homes.

ROLE OVERVIEW

CHI is seeking to employ a full-time, permanent OMC Coordinator within the Asset Management & Property Services (AMPS) Division, to coordinate and oversee CHI’s interests in Owners’ Management Companies (OMCs) across its national housing portfolio.

The role will act as a central point of contact between CHI, OMCs, managing agents and internal colleagues, supporting effective financial oversight, property management, governance and resolution of outstanding issues.

The OMC Coordinator will maintain an accurate national OMC register, coordinate service charge review, monitor significant maintenance and compliance matters and provide management reporting. The role requires independent judgement and specialist oversight, without direct people-management responsibilities.

This is a full-time permanent role based on a 35-hour week, Monday to Friday, although some evening and weekend working may be required. The role has a contracted office base, but our way of working means that hybrid-working, being a mix of office-based working and working from home and other locations, is normal.

WHAT YOU WILL DO

Engagement & Representation

Lead CHI’s engagement with OMCs and managing agents by acting as the central point of contact, coordinating participation in meetings, monitoring and progressing key actions arising from OMC decisions, representing CHI on strategically important OMC Boards where formally appointed, and providing support to colleagues appointed as Directors on OMC Boards in preparing for meetings and following up on actions.

Reporting & Financial Management

Coordinate the review and processing of annual service charge demands, resolving queries and disputes.

Review OMC budgets, accounts, levies and expenditure to identify risks and value-for-money opportunities.

Monitor financial commitments, cost variances and budget impacts to support forecasting and planning.

Prepare management reports on OMC financial performance, risks and key issues.

Asset Maintenance & Compliance

Liaise with managing agents and internal teams on maintenance, shared services and outstanding works.

Monitor maintenance programmes, inspections and compliance requirements, escalating risks where necessary.

Coordinate defects, remedial works, fire safety matters and asset improvement projects.

Governance, Compliance & Management

Support OMC governance and compliance with relevant legislation and regulatory requirements.

Review OMC insurance, financial and governance documentation, escalating specialist matters as required.

Maintain OMC records, action trackers and central documentation systems.

Other

Carry out any other duties appropriate to the role as may be assigned from time to time.

WHAT YOU WILL BRING

Essential Requirements:

Relevant qualification in property management, housing, facilities management, finance or a related discipline, or equivalent relevant experience.

Current PSRA Category D licence, or qualifications and experience supporting eligibility to obtain one.

Experience in property management, OMC coordination or a similar specialist role.

Knowledge of residential property management, OMCs and shared-building arrangements.

Experience working with managing agents, external contractors and multiple stakeholders.

Ability to analyse service charges, budgets, accounts and other financial information.

Experience preparing reports, registers, action trackers and governance records.

Full clean Class B driving licence (or equivalent) and willingness to travel nationally.

Proficiency in Microsoft Office and relevant property or management information systems.

Desirable Requirements:

Experience working within an Approved Housing Body (AHB), social housing provider or residential property organisation.

Knowledge of the Multi-Unit Developments Act 2011 and OMC governance requirements.

Experience managing sinking funds, major works projects, insurance matters, building compliance or shared-property maintenance.
