Operations Officer, Investment Oversight - GL C - Defined Duration until December 2029 x 3 positions
Reporting to the Specialist, Design, Optimization and Operations Management, the Operations Officer is responsible for providing a range of services across Funding Request, Grant-Making and Portfolio Optimization design, compliance and quality assurance, with responsibilities shifting or evolving in focus according to business priorities. The incumbent is expected to provide effective and timely support across any of these areas, and to assist fellow Operations Officers within the Investment Oversight team during periods of workload peaks or absences, ensuring continuity and consistency of service delivery. The role requires high standards of precision, compliance orientation and quality assurance in policy, process and applicant-facing guidance, combined with the agility to manage multiple concurrent workstreams under the tight deadlines and cyclical pressures of TRP submission windows and GAC review meetings. The Operations Officer is a member of the Investment Oversight team within the Policy and Strategic Investment Department, and works across teams and workstreams to support efficient, high-quality investment decision-making from funding request through to grant award and portfolio optimization.
Key Responsibilities
Under the day-to-day supervision of the Specialist, Design, Optimization and Operations Management, the Operations Officer will be responsible for one or more of the following areas, while assisting other Operations Officers in the Investment Oversight team with their responsibilities during periods of peak workload or absences. - Carry out differentiated screenings against CCM Eligibility Requirements 1 and 2, escalating unresolved issues to Investment Oversight Management. Convene the Compliance Review Panel (CRP) to confirm applicant types and the CCM screening approach
- Support the preparation of allocation letter templates and customized allocation letters to be issued to applicants.
Portfolio optimization (PO) delivery
- Support the design of Portfolio Optimization processes, tools and systems, and coordinate the launch of each PO wave.
- Pre-screen and review the Unfunded Quality Demand (UQD) to prioritize interventions eligible for PO funding.

- Draft agendas, prepare presentations and dashboards, and coordinate the TRP review group schedule, accounting for expertise areas and conflicts of interest.
Review documentation and reporting
- Track completion of TRP review and recommendation forms against KPI deadlines and prepare investment case analysis and presentations for each PO funding wave to support review quality.
- Document GAC deliberations and contribute to monthly GAC Reports to the Board, capturing recommendations, decisions, outcomes and key strategic issues.
- Support timely Secretariat responses to Board queries and prepare related Board and Committee analysis.
