The primary purpose of this position is: Primary Purpose: To serve as the Headquarters, United States Air Combat Command (ACC) lead for the Operations Security (OPSEC) program.

Duties

Serves as Program Manager and Subject Matter Expert (SME) for Headquarters ACC OPSEC Program, encompassing all ACC Numbered Air Forces, Active Duty Wings, Air Force Reserve, and Air National Guard units. Leads initiatives and inspections for HQ ACC OPSEC program to maintain signature protection against adversary collection efforts. Provides OPSEC advisory services directly to ACC Staff, NAF Staffs, and Wing Commanders. Chairs, executes, and participates in OPSEC planning teams, operational planning teams (OPT), and working groups necessary to support operational testing and evaluation (OT&E), Air Force Forces (AFFOR) planning, and Air Component mission execution.

Qualifications

Conditions of Employment continued... Incumbent will be required to acquire and retain Top Secret Clearance with Sensitive Compartmented Information access and eligible to be accessed to Special Access Programs. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. Incumbent will be required to submit to mandatory drug testing. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge at an expert level of airpower plans, operational procedures, and employment at the strategic, operational, and tactical levels for conducting major combat operations, mobilization, and deployments with an emphasis on signature management to evaluate mission readiness; Knowledge of ACC combat aircraft, command and control, intelligence, surveillance, and reconnaissance (ISR) programs, weapon systems, and operational tactics to assess signature vulnerabilities and mission readiness across ACC units; Knowledge of organizational structures, mission relationships, and key functional programs across HAF, ACC directorates, subordinate NAFs, wings, other Major Commands, and joint combatant commands; Ability to assess, refine, and improve operations security programs, signature management protocols, and operational procedures across multiple operational echelons. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military Information Operations at the strategic and operational levels with emphasis on OPSEC development, production, and dissemination. Knowledge of airpower program goals, objectives, and operational missions while planning, coordinating, and budgeting OPSEC activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the body of laws, regulations, policies, standards, and procedures governing Operations Security and Information Protection sufficient to ensure compliance and author executive- level reports for senior AF, DoD, and joint service leadership. Knowledge of OPSEC planning frameworks and operational execution for major military operations, deployments, mobilization, specialized air operations, and exercise integration. Skill in oral and written communication to provide seasoned technical advice; lead teams and working groups; negotiate complex or controversial security issues; present executive briefings to general officers and senior civilians; and establish effective stakeholder partnerships. Ability to research, interpret, and adapt broad DOD, Joint Service, and Air Force directives and instructions to formulate command-unique policies, operational guidance, and standard operating procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
