JOB OVERVIEW
The Partnership Procurement Manager leads procurement oversight and supply chain support for implementing partners across IRC Ukraine. The role provides management-level accountability for partner capacity assessments, proposal and budget reviews, procurement controls, monitoring, corrective actions and practical partner support. The Manager helps partners deliver planned activities through feasible, transparent and cost-effective procurement and sound management of goods and assets.
Reporting to the Supply Chain and Operations Senior Coordinator, the Partnership Procurement Manager works under the technical management line of the Procurement Manager. This technical line ensures common procurement procedures, standards and priorities across the centralized Procurement function. The Partnership Procurement Manager retains line-management accountability for the Partnership Procurement Officer and primary responsibility for partner procurement oversight and support.
The Partnership Procurement Manager works closely with Partnership, Programs, Finance and Supply Chain colleagues. Monitoring and support are proportionate to procurement value, complexity, partner capacity, previous findings and operational needs.
RESPONSIBILITIES
With the support of the Partnership Procurement Officer, the Manager is responsible for the following:
Partner assessments and procurement controls
- Conduct and update the supply chain components of Partner Capacity Assessments (PCAs), reviewing procurement and logistics systems, staffing, segregation of duties and internal controls.
- Agree and document partner procurement requirements, thresholds, competition rules, approval authority and documentation standards in line with applicable IRC and donor requirements.
- Translate assessment findings into risk ratings and proportionate procurement oversight requirements, updating these as partner capacity and risks change.
Proposal review and procurement planning
- Review partner proposals and procurement-related budgets for cost realism, justification of quantities, market alignment, value for money and operational feasibility, checking calculations and recommending revisions to match planned activities and delivery options.
- Support partners in developing consolidated procurement plans that define specifications, market assessments, sourcing methods, procurement sequencing and realistic lead times.
- Identify complex or high-risk procurements early and schedule required IRC reviews before key procurement decisions and commitments.
Tender support and supplier due diligence
- Coordinate IRC Procurement participation in significant partner tenders and review solicitation documents, bid evaluations, award recommendations, contracts and amendments for transparency, equal treatment, agreed criteria and completeness.
- Conduct supplier due diligence, including verification of qualifications, capacity, licences and registration, to identify potential procurement risks and recommend appropriate mitigation measures that support fair, transparent and compliant procurement practices.
- Support partners in resolving supplier performance and contract implementation issues, including delivery delays and deviations from agreed quality or service requirements.
Monitoring and corrective actions
- Participate in partner monitoring activities, including remote reviews, on-site visits and spot checks, as requested and agreed with the Partnership team, and recommend additional procurement oversight where appropriate based on identified risks, monitoring findings and operational needs.
- Verify procurement files, contracts, delivery records, evidence of service completion and payment documentation against agreed requirements, identifying irregularities such as procurement splitting, inconsistent records and unsupported costs.
- Document findings and agree practical corrective actions with clear responsibilities and deadlines, maintaining a consolidated tracker until supporting evidence confirms completion.
- Report periodically on monitoring coverage, significant findings, overdue actions and emerging risks, and escalate material, repeated or unresolved concerns to the Supply Chain and Operations Senior Coordinator and relevant management.
Partner capacity strengthening and ongoing support
- Develop and implement partner support plans based on identified gaps and monitoring findings, using training, coaching and staff shadowing, and evaluate progress.
- Develop or adapt practical guidance, procurement templates and checklists to help partners implement agreed procedures and prevent recurring issues.
- Serve as the ongoing procurement and supply chain focal point for partners, responding to requests for advice, clarification and assistance and helping resolve day-to-day operational questions.
Warehouse inventory and asset management
- Support partners in establishing and applying warehouse, inventory and asset controls, including receiving, stock records, physical counts, asset identification and tracking, and traceability.
- Coordinate technical guidance on pharmaceutical supply requirements with relevant Health and Supply Chain colleagues, including procurement quality controls, batch and expiry tracking, storage conditions and handling of unsuitable products.
Coordination and representation
- Represent IRC Procurement and Supply Chain in all partner-related meetings and coordination processes, working with partners, Partnership, Programs, Finance and other relevant teams.
- Coordinate supply chain inputs and supporting documentation for partner reviews, including responses to findings and recommendations.
- Coordinate common standards and integrated workload planning with the Procurement Manager through the technical management line, ensuring adequate capacity for partnership oversight.
Support to direct IRC procurement
- Support direct IRC procurement, subject to available capacity and agreement with the Procurement Manager, while prioritizing partner procurement oversight and support.
- Undertake assigned sourcing, RFQs/RFPs, bid evaluations, contracting and procurement documentation in accordance with IRC procedures.
Team management
