Description

This is the analytical center of the contract and the hardest billet to fill. The Principal CPI Analyst IV owns the Enterprise CSM Metrics Scorecard — building it, validating it, and briefing it monthly to the Marine Corps SECREP Working Integrated Product Team — and leads Lean Six Sigma process improvement across the Marine Corps secondary reparable supply chain. The work is genuinely technical: extracting data from a dozen Government systems, running statistical models to forecast supply chain trends, mapping value streams, and writing the courses of action and POA&Ms that change how the Marine Corps manages reparables.

Key Responsibilities

Use Lean Six Sigma methodologies to drive Continuous Process Improvement across the CSM program.

Facilitate the SECREP Working Integrated Product Team (WIPT); brief the Enterprise CSM Metrics Scorecard and supporting analysis; capture business and action items in meeting minutes and the CSM POA&M.

Develop, maintain, update, validate, and archive the Enterprise CSM Metrics Scorecard presentation (due monthly, before the third Thursday).

Build and maintain tools that extract data from Marine Corps systems to give visibility of key performance metrics.

Collect metrics data, perform calculations, develop statistical summaries, and perform trend analysis across the supply chain — 21 defined metrics including maintenance failure rate, SECREP ‘R’ rating, excess over Economic Retention Quantity, backorder customer wait time, fill rate, MRP credits, IMA washout and repair rates, and Invalid SECREP Exchanges.

Use statistical tools — design of experiments, hypothesis testing, correlation, regression — to test hypotheses and forecast trends.

Conduct root-cause investigations and value stream mapping to develop Courses of Action and Plans of Action and Milestones.

Develop, refine, standardize, and execute processes that ensure metrics data integrity.

Collaborate with the Government to refine metrics and set target ranges.

Develop responses to internal and external SECREP data calls; provide input into policy changes and facilitate them.

Conduct RIP site visits in support of CPI initiatives; analyze RIP Situation Reports and maintain stakeholder communication throughout process evaluation.

Provide project and change management support to the Government customer.

Requirements

  • Master’s degree in a relevant field — business administration, logistics management, statistics, or similar.
  • Valid, current Six Sigma Master Black Belt certification, held continuously for at least five consecutive years. Verify the certifying body and the original issue date on the first call.
  • Minimum 10–12 years leading process improvement efforts across a broad range of logistics assignments.
  • Minimum 5–6 years of process improvement experience working with military wholesale and retail logistics activities in Reparable (Class IX) support.
  • Minimum 5–6 years using statistical methods and models to optimize the effectiveness and efficiency of supply chain processes.
  • Ability to obtain a SECRET clearance by Day 1 Ready; eligible for a CAC and favorable NACI.
