Department Overview

Your assignment will be to the Procurement Operations Department of Rakuten Group, Inc. The Procurement Operations Department is responsible for the procurement operations of the entire Rakuten Group, acting as a centralized sourcing function for the entire company, and promotes the selection and negotiation of business partners in cooperation with business divisions.

  • Within the Procurement Operations Department, the Local Sourcing Section is responsible for providing procurement services specific to the Rakuten Mobile business.
  • In particular, the Facility Services Procurement Group handles the procurement of services based on outsourcing contracts related to base station construction for the Rakuten Mobile business.

Within the Rakuten Group, the mobile business is positioned as a core focus area and is experiencing rapid growth. Rakuten Mobile is undertaking a challenge unlike any other in the world: building a “fully virtualized, cloud-native network.” How to construct this network efficiently and with high quality is a key priority, and we are currently seeking colleagues to join us in this endeavor.

Position Details

  • Based on the company's business strategy, you will be responsible for the entire process of construction procurement, from developing the procurement strategy to its execution.
  • (Examples of services: Outsourcing of specialized tasks such as design; construction, maintenance, and operation of base stations and retail locations; staffing services; BPO; etc.)
  • ・Developing and executing optimal procurement strategies (sourcing strategy, cost reduction strategy, etc.)
  • ・Research and analysis of market trends, cost structures, and supplier dynamics.
  • ・Price assessment, evaluation of price validity through benchmark analysis, and negotiation of terms.
  • ・Developing and executing cost optimization measures through the analysis of purchasing performance data.
  • ・Reviewing, negotiating, and concluding various contracts.
  • ・Ensuring compliance with relevant laws and regulations, including the Subcontract Act, and managing risks.
  • ・Preparation of RFPs (Request for Proposals) and RFQs (Request for Quotations).

Work Environment

  • ・Number of Employees: Procurement Operations Department: Approximately 80 employees/Each section: Approximately 3-10 employees
  • ・Age Range: Primarily 20s to 30s
  • ・New Graduates vs. Mid-Career Hires: 1:3 ratio
  • Approximately 20 hours/month

We have a support system in place, including company-wide and department-specific training programs and on-the-job training (OJT), providing an environment where you can steadily and thoroughly catch up.

After gaining experience in production management within the manufacturing industry, they joined Rakuten. The Procurement Operations Department is comprised not only of individuals from procurement backgrounds but also those with diverse industry and experience. Since there are many mid-career hires in the department, there is a culture of active communication and mutual support.

A mid-career hire joined the Procurement Operations Department as a staff member in their 20s and was promoted to Vice Manager in their fourth year.

Mandatory Qualifications :

*Experience in any of the following areas (minimum of 3 years, industry not specified):

  • ・Practical experience in corporate purchasing or procurement.
  • ・Experience in project management, production management, etc.
  • ・Experience in planning and executing cost reduction or operational improvements based on data analysis.

Desired Qualifications:

  • ・Experience in RFP/RFQ creation and evaluation, and supplier selection processes.
  • ・Proficiency in advanced Excel, BI tools, ERP/procurement systems, and Python.
  • ・Experience in contract-related tasks (review, drafting, negotiation) and knowledge of the Subcontract Act.
  • ・Procurement experience related to outsourced services such as IT services, BPO, and consulting.
  • ・Procurement experience related to construction works, facilities, and maintenance services.
