Duties
he primary purpose of this position is: to serve as an Air Reserve Technician (ART) position, in conjunction with the Production Superintendent (Pro Super), to assign priorities to aircraft production efforts, to direct action to resolve resource shortages, to maintain liaison among aircraft maintenance management, and to provide training to reservists in the accomplishment of tasks set forth herein. Duties: Provides both present and projected status information to prescribed managerial personnel. Specifically identifies problems and unfavorable trends and whenever corrective actions are not apparent, indicates underlying or associated causes, relates histories and makes recommendations in regard thereto. Notes projected completion date, studies actual aircraft status and informs higher levels within chain of command when aircraft is to be mission ready. Through use of radio, telephone, intercom, e-mail, personal contact with production supervisors, technicians, review of work documents and statistical listings, determines status of aircraft. As daily events occur, maintains MIS data integrity regarding maintenance flying schedule requirements. Uses the computer products to track unit effectiveness and to monitor status of production. Accomplishes aircraft debriefing to ensure malfunctions identified by aircrews are properly reported and documented. Maintains liaison with the Maintenance Coordinating Function (MCF) of the Command Post. Conducts training and skill level progression of Air Force Reservists. Works to achieve and support quality improvements in assigned areas of responsibility.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPEREINCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of recurring manufacture, overhaul, or repair of products or projects using multiple-process production methods and procedures to develop plans and information necessary for the control of complex products such as airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. (Must provide transcripts at time of application). OR COMBINATION OF EXPERIENCE AND EDUCATIONFEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-?07 level is required to meet the time-in-grade requirements for the GS-?09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, schedule, and take corrective action to meet emergency and regular work load requirements. Knowledge of assigned equipment. Knowledge of and ability to interpret military aircraft and manufacturing terminology, technical orders, data, standards and instructions, and to relate them properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up. Knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance of work. Knowledge and skill of appropriate production/technical processes and material posture of maintenance work centers to ensure continuing availability of material requirement. Knowledge of aerospace systems, subsystems, components, and associated inspections, repair, modification, and supply processes.7\. Skill in effective written and oral communication. Knowledge of and skill in the use of automated maintenance information systems (MIS) and aircraft maintenance documentation processes to collect, compile, and correlate production data from a variety of sources and use that data to determine compliance status of scheduled maintenance, inspection, and modification actions. Ability to correlate and analyze a variety of routine production data, technical manuals, and directives to determine applicability. Knowledge of total quality management methodology, tools, and techniques. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain AirForce Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may reassign someone-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. This is a drug testing position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service
