Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PRODUCTION CONTROLLER (AIRCRAFT) TITLE 32, Position Description Number D1064000 and is part of the IL AASF 1, National Guard.

Duties

As a PRODUCTION CONTROLLER (AIRCRAFT) TITLE 32, GS-1152-7/9, you will develop, organize, and integrate plans, schedules and resources for logistic support of AASF and unit maintenance operations. This position is the focal point for compilation, maintenance, and application of information pertaining to the AASF logistics capability and capacity to maintain aircraft availability and readiness and advises the AASF Logistics Management Officer/Supervisory Maintenance Test Pilot on matters pertaining to maintenance logistics management production. Major Duties - This is NOT an all-inclusive list: Develops plans to optimize execution of flying hours with available resources to satisfy operational and training requirements of the AASF and supported units. Considers Additional Flight Training Periods (AFTP), Multiple and Unit Training Assemblies, Annual Training periods, Mobilization Planning and Training Exercises, and State Emergency Operations in the distribution of aircraft and aircraft hours. Develops plans to improve technical proficiency of unit personnel and includes them in the AASF logistics efforts. Identifies full-time support and unit personnel capacities and capabilities, annual training schedules, tool and diagnostic test equipment requirements, repair parts, and facilities needed to satisfy operational and training flight requirements. Develops schedules of aircraft and hours to be flown to satisfy the AASF operational aircraft requirements. Uses Unit Level Logistics System-Aviation (ULLS-A) to facilitate management of AASF logistics operations. Makes recommendations for adjustments to repair priorities necessitated by changes in operational conditions or unscheduled maintenance-supply requirements. Collects data, processes, and submits Aircraft Inventory Status and Flying Time Report (DA Form 1352) as well as data and information pertaining to Unit Status Reports (USR). Serves as a point of contact (POC) with NGB, AMCOM, AVCRAD, state, and supported units on matters of AASF logistical services.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will be U.S. Citizens. Military Grades: Minimum Rank Requirement SGT, Maximum Rank 1SG. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes at least 12 months experience at the lower-level GS-07, education or training preparing job or work orders, scheduling various phases of projects in the production facility, following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes; experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. GS-07 Level - MUST possess specialized experience for the GS-07 Level, which includes at least 12 months at the lower-level GS-06 experience, education or training working with people from various levels and backgrounds; experience with a general knowledge of the functions and procedures of production control, records, references, and techniques for developing production control data; experience assisting or maintaining workflow. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
