Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Office of Executive Assistant Commissioner, HQ Support Division, located in Washington, DC Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Duties

In this position, you will serve as a second line Supervisory Program Manager over a major program area and/or critical program segment for which the scope and effect of the work have department-wide or government-wide impact. This position starts at a salary of $169,279.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10). Typical duties include: Managing and directing all operations and facilities related to programs, policies, and new and continuing initiatives of OFO with operational functions that are worldwide Directing staff, in coordination with the EAC/senior leadership, to take necessary corrective steps or to make modifications to proposals ensuring compliance with policies or to provide improved results Determining programs that require closer review and evaluation Identifying operating problems, conflicting priorities, program deficiencies, and potential problem areas Serving as second line supervisor and directing subordinate supervisors concerning professional, technical, administrative, or comparable work GS Salary: Visit this link to view the locality pay tables by geographic area. Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing and directing major programs, policies, initiatives, operations, and facilities with department-wide or government-wide impact, including planning, evaluating, integrating, and coordinating program activities with senior leadership, program offices, and other internal and external stakeholders Establishing managerial and administrative objectives, developing long-range plans, identifying resource requirements, implementing policies and regulations, and assigning responsibility for accomplishment of organizational goals across divisions, offices, or program areas Reviewing program operations, staff proposals, performance measures, and organizational processes to assess effectiveness, identify trends, resolve deficiencies, recommend corrective actions, and improve productivity, efficiency, and mission outcomes Coordinating major staff actions, executive-level meetings, conferences, briefings, and sensitive issues involving nationwide program scope, including preparing leadership for decisions and representing the organization in discussions with agency officials, congressional staff, other government agencies, or external stakeholders Serving as a first-line supervisor by directing subordinate supervisors, exercising delegated personnel management authority, evaluating performance, resolving grievances or complaints, reviewing disciplinary matters, recommending awards, identifying training needs, and ensuring adherence to workforce management and equal employment opportunity requirements NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/01/2026. Current and former federal employees may be required to serve or complete a probationary period. Agency Career Transition Assistance Program (CTAP) Eligibles: If you have never worked for the federal government, you are not CTAP eligible.
