Description

DTSV is seeking an experienced Program Manager to manage Contractor staff on a headquarters professional support services program for our Customer, a Federal agency. This key position plans, executes, and monitors tasks from inception to completion, ensuring adherence to timelines, budgets, and quality standards. The program provides approximately two hundred (200) professional support personnel across the Customer's nine (9) headquarters offices in the Greater Washington, DC region, with growth expected over the life of the contract. The Program Manager assigns contractor schedules, reviews work discrepancies, supervises contractor personnel, and communicates the organization's policies, purposes, and goals. The role requires a robust understanding of Quality Management Systems (QMS), proficiency in adhering to International Organization for Standardization (ISO) 9001 standards, and a strong focus on risk management and fostering innovation.

The Program Manager shall be responsible for the following:

  • Manage Contractor staff, including assigning contractor schedules, reviewing work discrepancies, and supervising contractor personnel.
  • Plan, execute, and monitor tasks from inception to completion, ensuring adherence to timelines, budgets, and quality standards.
  • Share responsibility for overall contract performance as the Executive Officer's designated Program Manager.
  • Identify potential risks and develop mitigation strategies to ensure successful task outcomes.
  • Collaborate with cross-functional teams, clients, and stakeholders to define task objectives and deliverables.
  • Conduct continuous service delivery improvement activities toward more efficient capabilities and performance.
  • Communicate the policies, purposes, and goals of the organization to contractor personnel.
  • Apply QMS practices and adhere to ISO 9001 standards in managing the work.
  • Provide regular updates on progress, risks, and milestones, and contribute to monthly program status reports.
  • Prepare written communication in accordance with the Customer's writing guide, free of typos, grammar discrepancies, and formatting flaws.

This is an on-site position located in Washington, DC. The salary range for this position is $150,000 to $175,000 annually

Requirements

  • Must be a U.S. Citizen.
  • Minimum of eight (8) years of specific experience as a Program Manager.
  • Robust understanding of QMS and proficiency in adhering to ISO 9001 standards.
  • Strong focus on risk management and fostering innovation.
  • Proficiency using standard Microsoft Office software, including Outlook, Teams, Word, PowerPoint, Excel, Project, Visio, and Power BI.
  • Master's degree in a related field, or twelve (12) years of experience.
  • Project Management Professional (PMP) certification.
  • Must have an active Secret clearance.

Physical Demands:

Work is performed in an office environment. Required to stand, walk and sit; talk or hear, both in person and by telephone. Required to use a computer throughout the work.
