Summary
About the Position: Serves as a Program Manager within Civil Works, Office of the Secretary of the Army.
Duties
- Applies knowledge of the federal budget process and water resources policy to integrate Army Civil Works (CW) policy and program initiatives into the CW budget.
- Participates in developing budget guidance, identifying key milestones for timely submission of information to the Assistant Secretary of the Army (ASA) for Civil Works and the Office of Management and Budget (OMB).
- Works with OMB, the Corps, and other staff to develop the final budget submission to Congress.
- Articulates Army CW policy positions, program initiatives, and management proposals before OMB and Congress.
- Develops, recommends, and implements Corps-wide managerial and administrative program guidance.
- Represents the Deputy Assistant Secretary of the Army for Management and Budget, Principal Deputy ASA , and the ASA (CW) at interagency, intra-agency, and intergovernmental meetings.
- Monitors program implementation to ensure consistency with the CW budget and policy decisions.

Specialized Experience: One year of specialized experience which includes: 1); Leading or assisting in the formulation, defense, and execution of long-range program budgets for the U.S. Army Corps of Engineers (USACE) Civil Works Program accounts; 2) Analyzing public laws and regulations to support the USACE Civil Works Program; 3) Drafting formal agency implementation guidance, policy , memos and directives for the USACE Civil Works Program; 4) Providing support for high-level engagements with external stakeholders by preparing briefing materials, talking points for senior leadership to include The Assistant Secretary of the Army for Civil Works. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
