This position is only open to USPHS officers and Call to Active Duty (CAD) candidates.
Duties
DUTIES AND RESPONSIBILITIES: Leads an assigned portfolio of contracts and task orders after award. Serves as the primary point of contact for coordination, status tracking, and progress monitoring for assigned contract work. Monitors contractor performance against negotiated contract requirements. Identifies, documents, and reports performance concerns, schedule risks, incomplete work, and other issues affecting contract execution. Tracks deliverables across the assigned portfolio, including due dates, submission status, review outcomes, acceptance status, and items requiring follow-up. Coordinates with appropriate stakeholders to address overdue, incomplete, or deficient deliverables. Supports Contracting Officer's Representatives by providing performance information, documentation, status tracking, and analysis needed to support formal oversight, surveillance, deliverable review, and acceptance activities. Does not replace or exercise the authority of the Contracting Officer or appointed Contracting Officer's Representative. Maintains visibility of funding, invoicing, contract ceilings, and periods of performance for assigned contracts. Identifies expiring funds, exhausted ceilings, approaching option decisions, invoicing discrepancies, and other time-sensitive funding matters and elevates them to the appropriate officials. Reviews invoices against delivered products or services and available performance documentation. Identifies discrepancies and raises concerns to the officials responsible for resolution. Prepares accurate performance, deliverable, funding, and period-of-performance information needed by the Contracting Officer to consider contract modifications, option exercises, or other contract actions. Supports contract closeout activities by confirming deliverables have been received or otherwise dispositioned, funding information is reconciled, and the administrative contract record is complete and retrievable. Coordinates with program officials, requirement owners, and technical personnel to determine whether delivered work supports the intended operational need. Documents relevant findings, performance concerns, and recommendations. Coordinates with the Cybersecurity Compliance Office to ensure cybersecurity and privacy obligations established during acquisition planning are carried through contract performance, monitoring, and oversight activities. Coordinates with the Portfolio Management Office to ensure contract milestones, dependencies, constraints, funding considerations, and emerging risks are reflected in enterprise schedules and portfolio-planning activities. Identifies, assesses, and escalates performance, funding, schedule, and compliance risks within the assigned portfolio. Provides the CGO Supervisory Lead with timely status, recommendations, and an assessment of likely programmatic, cost, schedule, and mission impacts. Maintains complete, retrievable, and appropriately protected contract records that are traceable to the decisions, actions, performance information, and recommendations they support. Supports fellow Contract Governance Program Managers when workload or mission requirements require assistance, while maintaining accountability for the assigned portfolio. Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Ability to manage assigned contracts and task orders when formal authority to act rests with officials the incumbent does not supervise. Working knowledge of Federal post-award contract administration practices, including performance monitoring, deliverable-review and acceptance support, funding execution, invoicing, modifications, option exercises, and closeout. Ability to identify, assess, document, and communicate performance, funding, schedule, and compliance risks and their likely programmatic impacts. Ability to establish and maintain complete, retrievable, and protected contract records while safeguarding procurement-sensitive, proprietary, financial, privacy, cybersecurity, and other sensitive information. Ability to exercise sound, independent judgment in managing sensitive, complex, and programmatic matters.
