Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Office of Facilities and Asset Management, Planning and Programming Branch in one of the following locations: Aliso Viejo, CA Indianapolis, IN Washington, DC Salary: Salary listed reflects the rest of U.S. scale and will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.
Duties
This position is in the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM), The Planning, Programming, and Requirements (PPR) Division, Planning and Programming Branch (PPB). The Planning, Programming, and Requirements (PPR) Division is responsible for enterprise-level requirements validation, planning, and programming for OFAM. The PPR Division enables a unified, collaborative approach amongst OFAM Divisions and business partners to identify, validate, and prioritize operational gaps and requirements. By integrating operational planning requirements with programming efforts, the PPR Division positions OFAM to meet unique mission and business partner requirements effectively and efficiently. In this position you will serve as a Program Manager over critical facility construction, maintenance and repair requirements and programming. This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). Salary reflects the Rest of U.S. scale and will be adjusted to meet the locality pay of the duty location upon selection. Major duties for this position include, but are not limited to: Leading requirements management activities through the entire CBP Program Lifecycle Guide and Real Property Annex, coordinating with stakeholders to translate operational requirements into facility solutions. Establishing quality standards, developing new processes, and implementing process improvements for planning and programming of facility projects, managing budget forecasting efforts, and overseeing all out-year planning efforts utilizing the Capital Facilities Investment Plan (CFIP), DHS Real Property Capital Plan (RPCP), and annual Resource Allocation Plan (RAP). Analyzing schedules, budgets, and resources to recommend strategies for increased program efficiency, and providing guidance and recommendations for current and long-range planning procedures, program operations, and project programming. Setting proposed investment plans and funding schedules that depict priority facility requirements programmed 5-10 years into the future and updated annually as part of the RAP process. Ensuring requirements have necessary supporting documentation, including requirements intake forms, space matrices, requirements justifications, analyses of alternatives, business cases, and project-level agreements.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Using a wide range of qualitative and quantitative methods to assess and improve program effectiveness; Resolving broad and complex planning, evaluation, control, and resource allocation problems and providing authoritative advice to management on the use of substantial resources or extensive changes in established procedures prior to implementation; Planning and carrying out all phases of the project with little oversight, works autonomously to determine the appropriate methods to complete the work, and coordinates with respective individuals/groups when necessary; Developing new ways to resolve major management problems and establishing administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments; Collaborating to accomplish mutual goals, follow established policies and procedures, and negotiate changes in procedures when dealing with uncooperative representatives to obtain the CBP desired outcome, including in situations involving organizational conflict, competing objectives, or resource problems. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/09/2026. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
