Establish and maintain effective, transparent communication with USACE leadership, the Contracting Officer's Representative (COR), and other Government stakeholders.

Identify, track, and manage programmatic, schedule, cost, operational, and performance risks, and oversee development and implementation of appropriate mitigation measures.

Guide the program's response to multiple, competing urgent priorities and short-notice Government requirements in a dynamic international environment.

Oversee staffing and deployment of qualified personnel across Latin America and the Caribbean and support the program's ability to scale staffing in response to changing call-order requirements.

Support coordination of specialized subject matter expertise for urgent requirements, including activities requiring rapid mobilization to foreign, remote, or challenging project locations.

Ensure program activities and deliverables meet applicable U.S. Government and USACE requirements and quality standards.

Provide increased leadership and coordination for strategic active call orders or when designated major projects require intensive oversight, including travel to San Juan, Puerto Rico and locations across Central and South America, as required.
