Key Responsibilities

  • Provide overall leadership and strategic direction for the urban development programme.
  • Lead planning, implementation and monitoring of multiple urban infrastructure projects/work packages.
  • Develop and maintain the overall Programme Management Plan, implementation strategy and delivery roadmap .
  • Ensure projects are delivered within approved scope, budget, schedule and quality standards .
  • Coordinate with ULBs, state departments, government authorities and other institutional stakeholders.
  • Review and approve project implementation plans, schedules, budgets and resource requirements.
  • Establish programme-level KPIs, milestones, monitoring mechanisms and reporting systems .
  • Monitor progress of individual projects and identify critical delays, bottlenecks and interdependencies.
  • Provide strategic guidance for corrective and preventive actions.
  • Oversee project management consultants, design consultants, contractors and other technical agencies.
  • Review technical proposals, designs, DPRs, tender documents, contract packages and implementation methodologies.
  • Ensure effective procurement and contract management in accordance with applicable government procedures and contractual requirements.
  • Monitor financial progress, expenditure, cash flow and budget utilisation.
  • Review variations, claims, extensions of time and other contractual matters.
  • Ensure compliance with applicable central/state government guidelines, urban development policies, environmental requirements and statutory regulations .
  • Facilitate coordination between technical, financial, procurement, social, environmental and institutional teams.
  • Lead programme-level risk identification, mitigation and escalation.
  • Establish quality assurance and quality control mechanisms across projects.
  • Review programme-level MIS, dashboards, progress reports and management reports.
  • Present programme status, key risks and strategic issues to senior management/client authorities.
  • Support government agencies in institutional strengthening and capacity building.
  • Ensure effective knowledge management, documentation and transfer of knowledge to client/ULB teams.
  • Resolve high-level technical, contractual, institutional and stakeholder issues.
  • Represent the programme in meetings with senior government officials, funding agencies and other key stakeholders.
  • 25+ years of overall professional experience , preferably in urban infrastructure/development programmes.
  • At least 10–12 years of experience in senior management/programme or project leadership roles .
