The Leidos Digital Team is currently seeking a Project Manager to support the DHS HEITS program. The Department of Homeland Security (DHS) has a continuing requirement for Homeland Enterprise IT Secure Services & Support (HEITS) for the continued operations and maintenance and evolution of the Homeland Secure Data Network (HSDN) and the Classified Local Area Network (C-LAN). The PM will be responsible for customer relations with the agency POCs, and all projects, deployments, reports and briefings required by the COMSEC COR.

The PM is responsible for planning, organizing, securing and managing resources to bring about the successful completion of specific program goals and objectives, as well as ensuring that all programs run within scope, time, and budget constraints.

The PM will oversee the COMSEC team and influence development of solutions and processes that impact strategic goals and business results. The PM will recommend and implement new solutions, processes, policies and standards and assist in solving problems that are complex and typically impact multiple area or disciplines.

The PM will coordinate with other work centers to ensure that the COMSEC team has all resources needed to fulfill customer requirements. The PM will provide measurable input to new solutions, processes or standards in order to achieve functional/project objectives.

This position requires the ability to communicate with executive leadership (both internal and customer) regarding matters of significant importance to the organization/project. The PM will represent the HEITS program on-site with the customer and will be responsible for ensuring that HEITS COMSEC requirements and COMSEC customer needs are fulfilled while also best representing HEITS and Leidos standards.

Primary Responsibilities

  • Support the COMSEC COR and ensure that all COMSEC tasks, requirements, and areas of need are documented as part of a COMSEC backlog and ensure full tracking, assignment, and execution of all efforts.
  • Support the development of project schedules for all COMSEC major efforts including Binding Operational Directives, new Software Development/releases, Audits, and other major integration activities.
  • Analyze, design, test, implement and evaluate processes to ensure consistency and documentation to meet customer requirements for projects involving all COMSEC efforts.
  • Ensure the tasks of preparing cost estimates for business requirements and following the project through to completion (deployment); researching and recommending new solutions; establishing a good working relationship with customers and keeping customers informed of project status.
  • Facilitate solid lines of communication and coordination with the customer and technical teams throughout the lifecycle of the project
  • Recommend and implement new solutions, processes, policies and standards and assist in solving problems that are complex and typically impact multiple area or disciplines.
  • Provide measurable input to new solutions, processes or standards in order to achieve functional/project objectives.
  • Interface with task and functional leaders, subcontractors, and support personnel and influence development of solutions and processes that impact strategic goals and business results.

Basic Qualifications

Bachelor's Degree and 12-15 years of experience in project management or similar discipline. Additional experience may be considered in lieu of a degree.

  • Be able to support a dynamic and demanding work environment and multi-task across multiple priorities.
  • Perform effective customer briefings and reporting.
  • Work cooperatively as a team member
  • Work independently with minimal or no supervision
  • Possess strong written and verbal communication skills
  • Possess strong customer relationship management and ability to build effective customer relationships
  • Experience developing Project Schedules for tracking efforts.
  • Clearance Requirement: Top secret (Must be able to obtain TS/SCI)
  • Experience overseeing Software Development Efforts

Preferred Qualifications

· Knowledge of IT network systems with an emphasis on COMSEC.

· Experience in the DHS classified environment

· Knowledge of DHS change management, strategic planning, innovation

· TS/SCI with DHS EOD

Pay Range:

Pay Range $116,350.00 - $210,325.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
