Launched in October 2017, the Maritime Energy & Sustainable Development Centre of Excellence (MESD CoE) is jointly funded by Singapore Maritime Institute (SMI) and Nanyang Technological University (NTU). As the first maritime research centre supported by SMI, MESD has the mission to deepen Singapore’s maritime R&D capability and Maritime Singapore’s position as a global maritime knowledge and innovation hub to support Singapore’s strategic maritime needs. With the focus on green port and shipping, MESD works closely with key stakeholders within the maritime cluster to develop innovative and sustainable solutions.

For more details, please view https://www.ntu.edu.sg/mesd-coe .

We are looking for a Project Manager to drive and manage the Centre’s business development and operations, including industry engagement, funding initiatives, and local and international collaborations.

Job Description:

  • Drive the Centre’s business and project development activities in low-carbon shipping and ports, identifying new opportunities and building a robust project pipeline.
  • Engage industry partners, government agencies, research institutions, and external stakeholders to identify collaboration opportunities and establish strategic partnerships.
  • Play a critical role in supporting the development of project concepts, research proposals, funding applications, and commercial collaboration arrangements with local and international partners.
  • Support funding and resource mobilisation for the Centre, including securing research grants, industry-sponsored projects, service agreements, and other external funding streams.
  • Maintain key partner and stakeholder relationships, ensuring proactive follow-up on project progress, collaborative opportunities, and new initiatives.
  • Support the Centre’s strategic planning, business development reporting, and project portfolio management, including preparing management updates and presentations.
  • Facilitate the day-to-day operations of the Centre, working closely with MESD management and research teams to achieve the Centre’s goals and objectives.

Job Requirements:

  • Bachelor’s degree or higher in Engineering, Science, Business Administration, Management, or a related discipline.
  • Minimum 8 years of relevant experience in project/programme management, business development, or industry collaboration. Experience in the energy, maritime, sustainability, or technology sectors is highly preferred.
  • Proven experience in developing project concepts, writing successful proposals, securing external funding (grants, sponsorships, or service agreements), and managing government-funded programmes.
  • Good understanding of the maritime, energy, or low-carbon technology landscape; familiarity with shipping and port decarbonisation is a distinct advantage.
  • Exceptional interpersonal, relationship-building, and negotiation skills to work effectively across academia, industry, government, and international partners.
  • Strong organizational skills to manage multiple projects, timelines, budgets, and resource coordination concurrently under pressure and tight deadlines.
  • Strong commercial acumen and analytical skills to assess project opportunities, risks, and translate technical ideas into viable collaboration opportunities.
  • Excellent written, verbal, and presentation skills in English, with the ability to prepare professional proposals, management reports, and stakeholder communications.
  • Proficiency in Microsoft Office and project management/collaboration tools.
  • Self-motivated, proactive, and collaborative, with the ability to work independently while coordinating effectively with multidisciplinary teams.
