[PUB-PCD] Sr/Procurement Manager, PCD

[What the role is]

We are looking for officers to join the dynamic Procurement team which is responsible for managing, enhancing, and implementing procurement systems and processes. You will support end-to-end procurement processes, provide operational guidance to stakeholders, and contribute to the automation and optimisation of work processes.

[What you will be working on]

Sr/Procurement Manager, Procurement and Contracts Dept

• •Supporting the management, review and enhancement of procurement systems and processes, including recommending best practices and working with internal stakeholders, users, consultants and vendors on system improvements.
• •Providing procurement system support and guidance to users, including following up on system incidents and issues.
• •Supporting the development and implementation of new procurement systems, including the new Procurement ERP / Procurement and Contract Management System.
• •Attending to audit queries and supporting procurement governance and compliance requirements.

[GeBIZ X & S8I Project Role]

• •Participating in workshops with vendors, stakeholders and users on system design and user requirements.
• •Preparing and consolidating user requirements, specifications and interfacing requirements with in-house and external IT systems, and reviewing design and functional requirements documentation.
• •Managing and verifying data extraction in preparation for migration to the new system.
• •Organising and facilitating User Acceptance Testing (UAT) with stakeholders and users.
• •Supporting change management and user onboarding, including preparing materials, reviewing training videos and user guides, and organising user training.
• •Providing support and guidance to users during initial implementation and working with the vendor to resolve incidents and issues.

[Procurement System Role]

• •Assisting the system owner of the Procurement Module of the ACE (SAP) system, including providing system support and advice on authorisation rights and contract matters, and working with Infocomm, Finance, users and consultants to enhance the module.
• •Serving as Administrator of the Government Electronic Business (GeBIZ) portal and System Administrator for the Department's portal site.
• •Managing the daily operations of the Tender Evaluation System, including implementing change requests and attending to incident requests.
• •Developing and maintaining the QlikSense procurement dashboard.

[What we are looking for]

• •Degree holder with experience in Government procurement and/or an IT-related discipline. For the Procurement System position, Government procurement experience is favourable.
• •Familiarity with procurement systems such as SAP and GeBIZ would be advantageous.
• •Able to work independently and collaboratively in a fast-paced environment and manage multiple tasks effectively.
• •Self-motivated, organised and meticulous, with strong interpersonal, communication, writing and IT skills.
• •Proficiency in Microsoft Office, particularly Excel and PowerPoint.
• •[Procurement System role] Experience with vibe coding would be an advantage.
• •[GeBIZ X & S8I Project role] Comfortable with computer-based work and supporting system development, testing, implementation and user onboarding.

Successful candidates will be considered for either the Procurement System position or the GeBIZ X & S8I Project position, and will be appointed on a 2-year contract in the first instance. Thereafter, contract renewal, extension or emplacement is subject to officer performance, availability of posts and organisational priorities.
