Summary

The position is located within the Office of Finance and Management (AFN), Office of Acquisition and Business Services (ACQ), Acquisition Policy and Oversight Directorate (AAP). AAP Develops agency-wide acquisition policy, guidance, and tools to manage the agency's Acquisition Management System (AMS).

Duties

Performs multiple and varying assignments under the limited direction of a manager or more experienced professional. Acts as an individual contributor or member of a team and may perform some leadership functions for small projects/programs. Applies experience and advanced knowledge applicable to quality assurance (QA) programs or projects. The incumbent serves as an advisor to the manager of quality assurance (QA) on the application, impact, and effectiveness of supporting Software and Hardware QA programs. Participates in the planning, implementation and maintenance of QA systems. Compiles, tracks and analyzes both Software and Hardware quality data. Ensures reliability with requirements during procurement, production, and supply of material. Reviews, analyzes, and implements QA policies, procedures and regulations pertaining to QA systems operations. Develops and coordinates the necessary changes to existing programs. Prepares procedural guides and instructions to enhance the assessment of quality performance. Contacts typically are internal to the Quality Assurance group and Lines of Business within the FAA; and with external customers on routine matters such as information gathering and providing advice and guidance on QA rules and regulations. Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed. Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB/SOs. In some specialties, the work may affect internal and external customers.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience reviewing production activities and capabilities considering contract quality requirements. Experience reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality inspection systems. Experience in computing, summarizing and preparing data reports using statistical methods. Qualifications must be met by the closing date of this vacancy announcement.
