Purpose and Impact:

Amentum is seeking a Quality Assurance (QA) Manager to join our team of passionate, mission-driven professionals at Fort Meade, MD. In this role, you will support challenging, mission-critical projects that make a direct impact on the Nation’s security and intelligence mission.

In support of DISA, Amentum’s Intel and Cyber Division is expanding a proven team of highly skilled engineers, architects, and analysts to support a program that provides critical IT capabilities to the Department of Defense. This team is committed to engineering, assembling, integrating, deploying, and sustaining an innovative IT enterprise solution.

Our team delivers secure, mission-critical capabilities where system integrity, compliance, and rapid deployment are paramount. We are seeking a Quality Assurance (QA) Specialist who combines meticulous quality discipline with strategic foresight. In this role, you will lead efforts to establish, audit, and maintain robust quality management systems and processes in a rapidly evolving operational environment. Success requires the ability to navigate complex, unique compliance challenges independently while fostering collaborative quality solutions across integrated engineering and testing teams. To excel, you must possess a proactive learning mindset and the agility to rapidly master and govern the quality standards required to integrate next-generation systems and services.

Work Schedule: 8 Hours per day, Monday thru Friday

Essential Responsibilities:

The duties and responsibilities of the Quality Assurance (QA) Specialist include but are not limited to the following:

  • Ensure process integrity, compliance, and high performance across the program by developing, executing, and maintaining a robust Quality Management System (QMS).
  • Manage the day-to-day quality assurance activities across the team, setting priorities and establishing standards for process compliance and operational execution.
  • Define the Quality Assurance Surveillance Plan (QASP) and standard operating procedures (SOPs) for the deployment, operation, and maintenance of the program's enterprise IT solution.
  • Set the daily and weekly quality priority objectives, leading process audits, spot checks, and compliance reviews to ensure team performance aligns with program standards.
  • Develop and standardize quality control procedures for change management, security compliance, document control, and system deployments across the program.
  • Performance management - Track, analyze, and report critical SLA performance metrics, operational trends, and key performance indicators (KPIs) against contract requirements.
  • Translate complex contract performance requirements into actionable quality checklists and communicate process risks and deviations directly to senior leadership.
  • Organize, compile, and present monthly and quarterly Quality Reports and SLA scorecards to the Government COR, Program Manager, and corporate leadership.
  • Work with Project Managers and Team Leads to establish Corrective Action Plans (CAPs) and Root Cause Analyses (RCAs) to resolve non-conformance issues and SLA breaches.
  • Conduct continuous process improvement (CPI) analysis, identifying system and operational bottlenecks and spearheading initiatives to standardize processes across the program.
  • Establish responsibility matrices for quality gates, train project personnel on standardized quality workflows, and manage the internal auditing cadence.
  • Lead operational readiness quality audits, verify compliance before major deployments, and assist in the creation of quality checklists and acceptance criteria for site projects.

Work Environment, Physical Demands, and Mental Demands:

Employee will work in a SCIF on a daily basis.

Employee may also be required to work in a datacenter environment for specified periods of time.

Minimum Requirements (Knowledge, Skills, and Abilities):

Seven (7) years of experience in IT quality assurance, process governance, systems engineering, or contract compliance.

Five (5) years of experience in a dedicated Quality Assurance (QA) role, with at least three (3) years serving as a specialist or technical lead overseeing a Quality Management System (QMS).

Bachelor’s degree in Business Administration, Quality Management, Information Technology (IT), Systems Engineering, or a related field.

Proven experience establishing and maintaining process-focused QA frameworks based on industry standards (such as ISO 9001, CMMI, or ITIL).

Demonstrated experience tracking, analyzing, and reporting SLA performance metrics and Key Performance Indicators (KPIs) to senior leadership and government clients.

Direct experience interfacing with Government representatives (e.g., Contracting Officer's Representatives - CORs, Quality Assurance Representatives - QARs) to deliver formal Quality Reports and discuss program performance.

Expertise in Root Cause Analysis (RCA), Corrective and Preventive Action (CAPA) processes, and continuous process improvement methodologies.

Active DoD 8140/8570.01-M Information Assurance Technical (IAT) Level II certification (e.g., CompTIA Security+ CE or equivalent) to meet secure environment requirements.

High proficiency with professional tracking and collaboration tools (specifically Jira, Confluence, and ServiceNow) to audit workflows and verify compliance.

Excellent communication, auditing, and leadership skills, with a track record of implementing standardized procedures and quality gates across cross-functional engineering teams.

Ability to support non-standard hours, including scheduled maintenance windows, deployment surges, and emergency review boards.

Ability to travel up to 10%.

Security Clearance Required:

Must have active Top Secret clearance with SCI eligibility

Minimum Education:

Bachelor’s degree in Business Administration, Quality Management, Information Technology (IT), Systems Engineering, or related field. Additional years of experience can substitute for degree.

Minimum Years of Experience:

  • Ten (10) years of experience in IT quality assurance, process governance, systems engineering, or contract compliance.
  • Five (5) years of experience in a dedicated Quality Assurance (QA) role, with at least three (3) years serving as a manager or technical lead overseeing a Quality Management System (QMS) and process baselines.

Preferred Certifications and Qualifications:

  • ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE) or ASQ Certified Quality Auditor (CQA).
  • Lean Six Sigma Green Belt or Black Belt certification, with a focus on process optimization and root-cause analysis.
  • ITIL® v3/v4 Foundation or ITIL® 4 Specialist (Create, Deliver and Support / Direct, Plan and Improve) certification.
  • ISO 9001 Lead Auditor or CMMI Associate / Lead Path credentials.
  • Prior experience managing Quality Assurance Surveillance Plans (QASPs) and reporting SLA performance directly to DISA CORs at Fort Meade.
  • Demonstrated experience auditing cloud migration workflows and hybrid IT environments within a secure Impact Level 5 (IL5) or higher framework.
