Position Overview

Technical Assent seeks a Senior Industrial Base Analyst to provide technical and analytical support to the Air Force, helping it sustain a robust, secure, and resilient defense industrial base. As a Managing Consultant , this individual will lead complex analytical work, translate data into clear insights for senior Government stakeholders, anticipate risks and emerging needs, and guide team members in delivering high-quality, decision-ready products. Senior Consultants are expected to see their work in the context of broader client objectives, lead teams and assigned tasks, mentor colleagues, and apply Technical Assent’s consulting methods within their area of responsibility.

Responsibilities

Lead industrial base analysis and client delivery

Evaluate mergers, acquisitions, and divestitures

Assess industrial base and supply chain vulnerabilities

Support industrial preparedness and Government inquiries

Analyze industrial base investments

Support industrial base policy and Defense Production Act activities

Guide industrial base data and analytics activities

Integrate Government and commercial data

Advance predictive industrial base analytics

Improve analytical tools and dashboards

Promote adoption of analytical capabilities

Build trust with Government stakeholders by anticipating analytical needs, framing complex findings in the context of Air Force mission and acquisition objectives, and producing concise, defensible, decision-ready deliverables.

What Success Looks Like

Success in this role means that Government leaders have timely, credible, and actionable information to understand the health of the defense industrial base, recognize emerging vulnerabilities, assess proposed investments or market changes, and make informed acquisition and industrial preparedness decisions.

A successful Senior Industrial Base Analyst will:

Convert complex financial, economic, acquisition, supplier, and market data into clear findings that senior stakeholders can use.

Identify risks and emerging industrial base issues before they become immediate mission constraints.

Connect individual analyses—such as M&A reviews, vulnerability assessments, investment evaluations, and supplier analytics—to broader Air Force acquisition and industrial base objectives.

Produce rigorous analytical products whose assumptions, sources, methods, and conclusions can withstand senior-level review.

Develop trusted working relationships with Government stakeholders by understanding their mission, anticipating needs, and consistently delivering high-quality work.

Help the Government mature from individual data sources and point analyses toward integrated, repeatable, and increasingly predictive industrial base decision support.

Qualifications

Demonstrated expertise in defense industrial base analysis, supply chain risk management, and industrial preparedness.

Strong knowledge of economic, financial, market, and industry analysis methods applicable to the defense industrial base.

Ability to assess the implications of mergers, acquisitions, divestitures, supplier concentration, market structure, financial condition, production capacity, and supply chain dependencies.

Ability to synthesize quantitative and qualitative evidence into concise findings, alternatives, and recommendations for senior decision-makers.

Experience working with large or disparate Government, commercial, financial, acquisition, supplier, or industrial-base datasets.

Ability to communicate complex analytical findings effectively through written products, briefings, visualizations, dashboards, and senior-level discussions.

Experience & Education Requirements

Candidates must meet all of the following minimum requirements:

Experience: Minimum of 10 years of relevant experience.

Education: Master’s degree or Ph.D. in Economics, Finance, or a related field.

Certifications: Chartered Financial Analyst (CFA) or Certified Business Economist (CBE).

Security Clearance: Top Secret.

Work Authorization Requirements

Must be a U.S. citizen .

Must possess and maintain the Top Secret security clearance required for the position.

Must satisfy Government security, access, nondisclosure, and information-protection requirements applicable to the contract.

Must be able to work with classified and sensitive Government information in accordance with applicable security requirements.

Must be able to perform work at Government facilities in the National Capital Region as required (3+ days per week).

Preferred Qualifications

Direct experience supporting Department a Military Service Department Headquarters, OSD, or other DoD industrial base organizations.

Experience performing industrial base assessments that inform senior acquisition, investment, policy, or program decisions.

Experience analyzing defense-sector M&A, divestitures, supplier financial health, market concentration, production capacity, or supplier dependencies.

Familiarity with Defense Production Act Titles I and III and their application to industrial base investment and supply chain resilience.

Experience developing or evaluating industrial base investment strategies, technical roadmaps, market strategies, or mitigation frameworks.

Working knowledge of federal acquisition and industrial base data sources such as SAM.gov, FPDS/FPDS-NG, and commercial financial or market-intelligence datasets, which the PWS identifies as sources to be integrated for industrial base analysis.

Experience with data visualization, dashboards, predictive analytics, or AI/ML-enabled analysis of industrial base and supply chain data.

Experience translating technical or quantitative analysis into briefing materials for senior Government executives or Congressional stakeholders.

For individuals assigned and/or hired to work in Virginia, Technical Assent is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to Virginia and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. At Technical Assent, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $165,000 to $190,000.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
