SUMMARY
To execute on all aspects of program development and growth; the Sr Manager must have excellent technical and writing skills, be a proven team player, agile strategic thinker, able to work within a risk/opportunity framework and use sound judgment to prioritize effectively.
Reporting to the Sr. Director, International Services, the Sr. Manager will collaborate across Catalyste+ functions to maximize synergies and to ensure that Catalyste+ is strategic, effective, efficient and coherent in its growth and expansion strategies.
This position can be located in ON, QC, BC or NT.
DUTIES & RESPONSIBILITIES
Program Development:
Lead the execution of the organization's program growth and development strategy by designing, developing and writing strong proposals and concept notes in close collaboration with the PDO and program teams
Proactively coordinate with senior leaders to ensure timely implementation of Catalyste+’s strategy to grow and manage its portfolio of projects and to capitalize on new opportunities
Responsible for maintaining an efficient process to track, prioritize and report on all Catalyste+ program development initiatives and opportunities in the pipeline
Provide guidance on program design and set up of new programs including integration of core technical approaches such as results-based management, thematic issues, value for money, innovative approaches
In close collaboration with program teams, develop strategy in key thematic areas such as gender, governance and environment
Build and maintain a network of organizations, funders and individuals to be aware of trends and new program opportunities relevant to Catalyste+ growth and expansion goals.
Identifies opportunities of programmatic synergies between different projects
Strategic Analysis and Knowledge Sharing:
Uses analytics to support evidence-based decision-making in planning, programming, budgeting and resource allocation
Collaborates with the Program and Communications teams to ensure messaging about technical areas is clear, streamlined and aligned across the organization
Develops and manages content on technical subject matters to be used for communications, training and orientations
Cultivate and coordinate a team of technical experts and promote the culture of formal and informal knowledge sharing across functions
Develops and promotes in collaboration with program teams, the use of technical tools to improve operations across departments
People Management:
Responsible for performance management assessments of staff to ensure formal goals and objectives are developed, achieved and aligned with Catalyste+’s overall strategic plans
Provides direction, guidance, training, coaching, supervision and professional support to staff including performance feedback and career planning.
KNOWLEDGE AND SKILLS REQUIREMENTS
Strong, demonstrated and successful program design and proposal development experience
in international development projects and/or relevant university degree
Understands more advanced aspects of primary area of specialization as well as the
fundamental concepts of related disciplines
Demonstrated leadership skills, proven ability to build consensus, to strengthen
relationships among disparate stakeholders, and to influence with/without formal authority
Excellent interpersonal and project management skills
Energetic self-starter
Excellent interpersonal, presentation, and verbal communication skills
Exceptional time-management, organization and prioritization skills
Bilingual, French/English; English/Spanish, an asset

GESTIONNAIRE EN CHEF, DÉVELOPPEMENT DE PROGRAMMES
RÉSUMÉ
Exécuter tous les aspects du développement et de la croissance du programme. Le gestionnaire en chef doit avoir excellentes compétences techniques et de rédaction, un esprit d'équipe avéré, une pensée stratégique agile, la capacité de travailler dans un cadre de risque et d'opportunité et faire preuve de discernement pour établir des priorités de manière efficace.
Sous la responsabilité du directeur en chef des services internationaux, le gestionnaire en chef collaborera avec toutes les fonctions de Catalyste+ afin de maximiser les synergies et de veiller à ce que Catalyste+ soit stratégique, efficace, efficient et cohérent dans ses stratégies de croissance et d'expansion.
Ce poste peut être situé en Ontario, au Québec, en Colombie-Britannique ou dans les Territoires du Nord-Ouest.
FONCTIONS ET RESPONSABILITÉS
Développement de programmes:
Diriger l'exécution de la stratégie de croissance et de développement des programmes de l'organisation par la conception,, l'élaboration et la rédaction des propositions et des notes conceptuelles solides en étroite collaboration avec l'Agent(e) de développement de projets (PDO) et les équipes de programme.
Coordonner de manière proactive avec les cadres supérieurs pour assurer la mise en oeuvre en temps opportun de la stratégie de Catalyste+ visant à accroître et à gérer son portefeuille de projets et à tirer parti de nouvelles opportunités. Assurer le maintien d'un processus efficace pour suivre, prioriser et rendre compte de toutes les initiatives et opportunités de développement de programmes de Catalyste+ en cours.
Fournir des conseils sur la conception et la mise en place de nouveaux programmes, y compris l'intégration d'approches techniques fondamentales telles que la gestion axée sur les résultats, les questions thématiques, l'optimisation des ressources et les approches innovantes.
En étroite collaboration avec les équipes du programme développer une stratégie dans des domaines thématiques clés tels que le genre, la gouvernance et l'environnement.
Construire et entretenir un réseau d'organisations, de bailleurs de fonds et d'individus afin d'être au courant des tendances et des nouvelles opportunités de programmes pertinentes pour les objectifs de croissance et d'expansion de Catalyste+.Identifier les opportunités de synergies programmatiques entre les différents projets.
Analyse stratégique et partage des connaissances:
Utilise analyse des données et statistiques pour soutenir la prise de décision fondée sur des preuves dans la planification, la programmation, la budgétisation et l'allocation des ressources.
Collaborer avec les équipes chargées des programmes et de la communication pour veiller à ce que les messages concernant les domaines techniques soient clairs,rationalisés et harmonisés dans l'ensemble de l'organisation.
Développer et gérer le contenu des sujets techniques à utiliser pour la communication, la formation et l'orientation.
Cultiver et coordonner une équipe d'experts techniques et promouvoir la culture du partage formel et informel des connaissances dans l'ensemble des fonctions.
Développer et promouvoir, en collaboration avec les équipes de programme, l'utilisation d'outils techniques pour améliorer les opérations dans tous les départements.
Gestion du personnel :
Responsable des évaluations sur la gestion de la performance du personnel afin de s'assurer que les buts et objectifs formels sont élaborés, atteints et alignés sur les plans stratégiques globaux de Catalyste+.
Fournir de l'orientation, des conseils, de la formation, de l'encadrement, de la supervision et du soutien professionnel
