Amazon Leo is Amazon's low Earth orbit satellite network. Our mission is to deliver fast, reliable broadband connectivity to customers beyond the reach of existing networks. From households to small businesses, schools, hospitals, and government agencies, Amazon Leo will serve communities and organizations operating in places without dependable internet access.

You'll own the complete lifecycle of test infrastructure that powers Amazon Leo's satellite and ground-system development, from strategic roadmap planning through operational execution. In this role, you'll translate complex engineering requirements into functional test venues, manage substantial capital budgets, and coordinate across multiple engineering disciplines to deliver the lab environments that keep critical programs on track.

  • Key job responsibilities
  • - Own the multi-year roadmap and capital plan for software and networking test venues, including cost modeling, annual planning submissions, and prioritization of funded and unfunded requests across competing engineering teams
  • - Lead planning and execution of expanded lab infrastructure—RF chambers, instrumentation, automated test racks, motion systems, tooling, and automation—from requirements through commissioning and handover
  • - Decompose engineering test requirements into hardware, software, and facility requirements aligned to development, manufacturing, and verification test strategy
  • - Drive alignment on lab priorities across hardware, software, network, and systems organizations through influence and collaboration, and escalate with clear recommendations when teams need support converging on decisions
  • - Manage long-lead-time capital equipment procurement with external vendors, including specifications, statements of work, quotes, delivery schedules, and recovery plans
  • - Partner with facilities, real estate, environmental health and safety, and construction teams on lab build-outs, including power, cooling, structural loading, code compliance, and permitting
  • - Manage intake and prioritization for new venue builds and upgrade requests, and communicate funding decisions and trade-offs to engineering leadership
  • - Lead cross-functional triage and resolution of test failures, infrastructure outages, and throughput bottlenecks that impact program milestones
  • - Define and report key performance indicators for lab utilization, infrastructure health, request cycle time, and capital execution, and build dashboards that senior leadership uses for decision-making
  • - Direct the work of lab engineers and software engineers supporting venue builds and sustainment
  • - Operate within export-controlled requirements for technical data, tooling, and vendor engagement

  • Your focus centers on building and sustaining the test venues that Amazon Leo's software and networking teams depend on to validate satellite and ground-system components. You might start your day reviewing a request from the RF engineering team for expanded chamber capacity, then transition into a budget prioritization meeting where you're weighing competing infrastructure needs against available capital. Later, you could be troubleshooting why an automated test rack is experiencing throughput bottlenecks that's impacting a program milestone, coordinating with the lab team and software engineers to identify root causes and implement solutions. You'll also spend time managing vendor relationships for long-lead equipment, working with facilities teams on lab build-outs, and preparing dashboards that show leadership how effectively the lab infrastructure is being utilized and where investments are needed next.

  • We're building the infrastructure foundation that enables Amazon Leo's engineering teams to innovate confidently. Our team collaborates across electrical engineering, mechanical engineering, RF, networking, cloud services, embedded software, payload software, manufacturing, facilities, and procurement—coordinating efforts across organizations where we don't have direct authority but where our work is essential. We're focused on creating test environments that are reliable, scalable, and aligned with both development and manufacturing needs. You'll be joining a group that values clear communication, collaborative problem-solving, and a commitment to supporting our internal customers. As a Sr. Technical Program Manager, you'll help shape how we approach infrastructure investment and ensure that test capabilities never become the limiting factor in our program timelines.

Basic qualifications

  • - 5+ years of technical product or program management experience
  • - Experience working directly with engineering teams on program delivery
  • - Experience with project management disciplines including scope, schedule, budget, quality, risk management, and critical path management
  • - Experience building processes and coordinating release schedules across multiple teams

Preferred qualifications

  • - 5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience
  • - Experience owning capital planning for test or lab infrastructure, including cost estimation, annual planning submissions, and managing a prioritized funding queue
  • - Experience delivering hardware test environments such as RF/OTA anechoic or CATR chambers, RF instrumentation, motion systems, or automated test racks
  • - Experience in a hardware test, RF test, or lab engineering environment, including hands-on time with test equipment and instrumentation
  • - Experience managing capital equipment procurement with external vendors, including statements of work and long-lead delivery schedules
  • - Experience partnering with facilities and construction teams on lab or cleanroom build-outs
  • - Hardware and software integration and test experience
  • - Experience defining key performance indicators and service level agreements used to drive multi-million dollar businesses and reporting to senior leadership
  • - Proficiency using artificial intelligence tooling

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
