- The Opportunity:
- Join our team supporting the Army Deputy Chief of Staff, G-6, within the Network Command, Control, Communications, and Computers Services Integration (NC4SI) Directorate. In this role, you will directly support the optimization of Army-wide Enterprise License Agreements (ELAs) and IT software investments. You will serve as an analyst managing daily software requirements, analyzing license utilization, and validating procurement demands across Army commands to drive substantial enterprise cost avoidance. (Please note: This is a data analysis, software asset management, and headquarters staff action officer role focused on licensing agreements and executive deliverables. It is not a hands-on IT technician or help desk support role.)
Responsibilities:
- Serve as an analyst on the terms, conditions, scope, and usage of IT Enterprise License Agreements (ELAs). Analyze command software requests and provide written recommendations on their validity within designated Government suspense dates.
- Draft clear, formal documentation, e.g., requirements memos, justification papers, and executive summaries to support Government contract management and procurement decisions.
- Prepare and deliver executive-level decision briefs and decision-support materials.
- Monitor software deployment counts and license utilization rates across the enterprise. Maintain and update consolidated ELA requirements tracking ledgers and historical logs.
- Liaise directly with Army commands and support agencies to compile, understand, deconflict, and correlate submitted software requirements.
- Coordinate and draft enterprise data calls and tasking workflows (e.g., ETMS2). Analyze reported usage data to formulate and present actionable Courses of Action (COAs) aimed at achieving enterprise cost avoidance.
Qualifications:
Required:
- Active DoD Secret security clearance.
- Bachelor’s degree or equivalent military/operational experience.
- 3+ years of professional experience in Software Asset Management (SAM), IT requirements analysis, IT procurement/acquisition support, or program analysis.
- Working understanding of software licensing agreements, metrics, and contracts (e.g., subscription, capacity-based, perpetual, enterprise agreements).
- Proven ability to reconcile large datasets to track license consumption against contract entitlements.
- Demonstrated experience writing formal justification memos, executive summaries, or decision briefings destined for senior leadership (GS-15 / O-6 and above).
- Prior experience working with or within U.S. Army commands, staff directorates, or military IT programs, with an understanding of military hierarchy and staff coordination.
Desired:
- Prior experience managing official taskers through the Army tasking system.
- Direct familiarity with major enterprise software publishers commonly used across the DoD (e.g., Microsoft, Cisco, Oracle, VMware, Adobe).
- Familiarity with Army procurement channels such as Computer Hardware, Enterprise Software and Solutions.
