Summary

The selectee of this position serves as a Supervisory Accountant responsible for providing supervision and oversight for District financial policy, financial operations, financial reporting, financial technical support and managing/overseeing the Austin Processing Center (APC). This position is located in the Financial Services Division, Austin, Texas.

Duties

As a Supervisory Accountant at the GS-0510-14 grade level, some of your typical work assignments may include, but are not limited to, the following: Establishes Financial Operations policies, procedures, and internal controls; ensures compliance with Department of Justice (DOJ), Office of Management and Budget (OMB), Department of the Treasury, and other United States Government statutes and regulations. Develops, implements, and monitors corrective actions associated with findings and recommendations from financial statement audits. Develops short- and long-range plans for the management of human and material resources to achieve program objectives. Provides advice and assistance to all levels of USMS management on assigned program areas. Exercises full supervisory authority over subordinate accounting staff to plan, assign, and evaluate work in support of APC financial program objectives.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the basic requirements for the position series and have the specialized experience required for the grade level to which you apply. To meet the Basic Requirements for the Accounting Series, 0510, you must have one of the following: Degree: Bachelor's or higher degree in accounting; or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirements described above, you must have the Specialized Experience described below. To qualify at the GS-14 grade level, you must meet the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties: Implementing financial policies, procedures, or internal controls to manage accounting operations in compliance with federal statutes and regulations (e.g., accounts payable, vendor payments, or interagency agreements); Analyzing financial data or accounting records to identify discrepancies or errors in financial operations; Developing or monitoring corrective action plans to address findings from financial audits or internal control reviews; Overseeing or leading a team of accounting professionals to plan, assign, or evaluate work; AND Advising managers or internal stakeholders on accounting policies, procedures, or internal controls to support financial operations. Education

Academic degrees must be granted from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. To determine if a school or program is accredited, refer to the Database of Accredited Postsecondary Institutions and Programs. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
