Summary

The Deputy Chief, Clinical Engineering / Healthcare Technology Management (Clinical Engineering/HTM), officially classified as a Supervisory Biomedical Engineer, GS-0858-13, serves as a principal operational, technical, administrative, and professional engineering advisor to the Chief, Clinical Engineering/HTM, for the Durham VA Health Care System (DVAHCS).

Duties

Duties include but not limited too: The incumbent assists the Chief in managing a complex, multisite healthcare technology management program and provides professional engineering leadership, program oversight, and direct supervision to employees assigned to the Deputy Chief in accordance with the approved organizational structure. The Deputy Chief works collaboratively with the Supervisory Biomedical Equipment Support Specialist (SBESS), who also reports to the Chief, to coordinate service priorities and continuity of operations across Clinical Engineering/HTM The Deputy Chief shares responsibility for enterprise healthcare technology planning and execution, including medical equipment lifecycle management, technology assessment and acquisition, project and activation management, infrastructure coordination, quality and regulatory readiness, patient safety, cybersecurity and medical device integration, customer issue resolution, contract and resource management, workforce development, and continuous performance improvement. Translates strategic goals, policies, and leadership decisions into coordinated programs, projects, procedures, performance expectations, internal controls, and measurable operational activities. Assists the Chief in coordinating Clinical Engineering/HTM programs and operations across the DVAHCS, including the main medical center and assigned outpatient locations, and provides technology assessment, project management, system management, and other support across the healthcare system and other assigned multisite activities as required Within delegated authority and assigned areas of responsibility, coordinates day-to-day program and operational activities, establishes or adjusts priorities, allocates assigned resources, resolves barriers, and ensures follow-through on mission-critical activities. Directly supervises Biomedical Engineers and other Clinical Engineering/HTM employees assigned to the Deputy Chief as reflected on the approved organizational chart. The SBESS independently supervises employees assigned to the SBESS in accordance with the approved organizational structure; the Deputy Chief does not exercise routine supervisory authority over the SBESS or employees assigned to the SBESS unless such authority is specifically conveyed through formal Acting Chief delegation or another approved delegation. Plans and assigns work, establishes priorities and completion expectations, monitors progress, evaluates completed work for quality and accuracy, and adjusts resources and assignments within delegated authority to meet mission requirements The Deputy Chief leads or coordinates assigned professional engineering and program management aspects of the DVAHCS medical equipment lifecycle management program and assists the Chief with its development, implementation, and continuous improvement. The Deputy Chief collaborates with the SBESS and other HTM leaders, so lifecycle planning incorporates technical operations, maintenance experience, workforce capability, and service delivery requirements. Leads or oversees assessment of complex healthcare technology by collaborating with clinical, technical, administrative, cybersecurity, infrastructure, contracting, and financial stakeholders to define requirements, evaluate market offerings and alternatives, and determine appropriate system configurations. Qualifications

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Education

Education and/or Experience. [The individual must meet either item (1) or (2) below to meet this requirement: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above.] Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment.
