Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Functional S&TI Directorate, Charlottesville, VA 22911.

Duties

  • Serves as a Division Chief within one of the Scientific and Technical Intelligence (S and TI) Directorates.
  • Responsible for planning, directing, controlling and evaluating the work of a division whose mission is production of scientific and technical intelligence on the capabilities and performance of worldwide, foreign ground force weapons.
  • Responsible for using all appropriate scientific and intelligence methods including personal experience conducting engineering and/or scientific analysis to assess ground force weapons capabilities.
  • Oversees the functions of research, analysis, evaluation and interpretation of raw intelligence data, and engineering to identify significant foreign weapons scientific and technical advances, trends and directions.
  • Technically and administratively supervises a staff of intelligence analysts, scientists, and engineers.
  • Develops, staffs, administers, and manages the Division production program to include the interface with the customers, forecast production requirements.

Current Army Defense Civilian Intelligence Personnel System (DCIPS) Employee Current Department of Army Civilian Employees Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Specialized experience is one year at the next lower level (GS/GG-14) that includes: Experience applying scientific and technical principles to analyze foreign ground force weapon systems and associated technologies. AND Experience conducting all-source intelligence analysis on foreign scientific and technical developments to produce detailed intelligence reports and briefings. AND Experience Collaborating with members of the intelligence and acquisition communities to address and resolve complex analytical and programmatic issues. AND Experience representing the organization's findings and positions on scientific and technical intelligence matters at interagency forums. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
