The ideal candidate has experience managing acquisition programs, supervising acquisition professional staff and overseeing the development of acquisition programs policies and procedures for professional work that supports the procurement of supplies, services and construction.

Duties

What will I do in this position if hired? In this position, you will serve as a Supervisory Procurement Analyst. Typical assignments include: Monitoring the shared Quality Review mailbox; receiving, acknowledging, assigning, and conducting pre-solicitation, pre-award, modification, and interagency agreement reviews using the applicable Microsoft Forms and the FAM Review and Approval Guide. Documenting findings, notifying contracting officers, and supporting expedited, concurrent, disaster, and weekend reviews as needed. Monitoring and processing Congressional Notifications submitted through ERA in accordance with HSAM Appendix D and FEMA guidance. Verifying required section and branch approvals, reviewing notifications before QR approval, tracking DHS approval and earliest award dates, processing eligible deferrals, and sending periodic reminders to prevent missed notifications. Coordinating and responding to periodic and annual GAO/OIG, DHS, financial, and A-123 audit requests. Monitoring audit mailboxes and request trackers, gathering and validating procurement documentation from systems and contract files, preparing and submitting requested deliverables, maintaining audit records, and participating in recurring audit coordination meetings. Reviewing quarterly DHS-provided samples of Contract Action Reports by validating FPDS data against supporting records in ECFS and PRISM. Documenting and submitting validation findings each quarter, ensuring draft or error-status FPDS records are resolved, and support preparation of the annual HCA-signed report submitted to DHS. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
