OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of State Procurement Services, IT Procurement provides procurement support to agencies requesting technology services. IT Procurement reviews various procurement documents in delivering this support. IT Procurement is seeking a highly talented individual who will work to strengthen our vendor and customer relationships.

DESCRIPTION:

This exciting and engaging work provides advanced technical services involving the analysis, design, development, and implementation of complex application systems. Responsibilities include researching and analyzing business needs, formulating, and defining system scope and objectives, and determining interfaces to connect and integrate systems capable of fully meeting business needs and objectives.

To complete this exciting work, you must be competent at the highest level in all phases of the procurement process, applications systems analysis and design activities. The selected candidate will act as a liaison between our customers, vendors, and OIT to ensure business needs are met. You will evaluate and determine OIT policy adherence. You may participate in new projects. An understanding of system design plans and detailed specifications to facilitate implementation of application systems will be expected. Interpersonal, communications and teambuilding skills are critical in this role.

WHAT WILL YOU DO?

You will perform analysis and documentation of various procurement documents. This includes, Request for Proposals (RFP), Request for Quotes (RFQ), Requests for Information (RFI), contracts, contract amendments, vendor Terms and Conditions, vendor privacy policy, Data Use Agreements (DUA), and Memorandums of Understanding (MOU). You will evaluate technical solutions to business issues and work with Application Development teams to assist them with procuring these solutions. You may participate on an RFP writing team or an RFP evaluation team. You may be asked to coordinate an RFP. You may participate on an Appeal Board as part of an Appeal Hearing. You may be asked to provide witness testimony in an Appeal Hearing.

You will leverage your experience from all phases of the SDLC, including:

Requirements Definition and Documentation, Systems Analysis and Design, Change Management Documentation, System Integration and User Acceptance Testing, and Deployment Certification. This experience will guide you as you engage with OIT subject matter experts to verify state policies and procedures are included in the various procurement documents.

KNOWLEDGE SKILLS AND ABILITIES:

  • Knowledge of all phases of the software development life cycle as well as the project development cycle.
  • Possess strong oral and written communication skills including the ability to write clearly and effectively.
  • Demonstrated experience in gathering business and technical requirements.
  • Knowledge of the procurement process.
  • Experience in analysis and design of systems using a variety of programming languages.
  • Practical experience with test planning, execution, and acceptance criteria.
  • Ability to work closely with all functional areas of an IT and Procurement organization.
  • Experience negotiating with vendors
  • Attention to detail is a critical skill desired in this role.
  • Experience in managing and coordinating small projects that involve multiple stakeholders.
  • Experience with tracking and reviewing deliverables, waivers, and audit reports.
  • Knowledge of administration and contract management for a wide variety of services.
  • Knowledge of contract and RFP development and practices.
  • Ability to analyze issues, reach logical conclusions, and make sounds decisions.
  • Experience in developing and implementing policies and procedures.

MINIMUM QUALIFICATIONS:

A four (4) year combination of higher level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.

Preference will be given to those with:

An eight-year combination of education, technology training, and or progressively responsible experience in procurement with contracts and RFPs may be substituted for four (4) years of programming experience.
