About this role

Diamond Infrastructure Solutions has an exciting opportunity for a Talent Acquisition Manager located in Houston (TX) . Will also consider other Diamond Infrastructure Solutions key sites.

As a Talent Acquisition Manager, you will play a critical role in delivering Diamond Infrastructure Solutions’ enterprise talent strategy by implementing the full scope of talent hiring activities across all employees, functions, and sites. This role ensures the organization has the workforce capabilities needed to meet current operational needs, support future growth, and advance Diamond’s business priorities.

You will partner with site leaders, HR Business Partners, Labor Relations, and external talent sources to build strong pipelines for hourly, salaried, and skilled technical roles. This role also supports collective bargaining requirements, seniority administration, internal job movement, and contract interpretation.

The ideal candidate brings business acumen, strong recruiting experience, labor relations knowledge, sound judgment, and the ability to build trusted relationships across the organization.

Responsibilities

Talent Acquisition & Staffing Strategy

  • Deliver against Diamond Infrastructure Solutions’ talent strategy by leading and executing end-to-end hiring activities for employees across all sites and workforce segments, including sourcing, screening, interviewing, offers, and support through Day 1.
  • Provide consult and implement staffing plans with site leaders and HR to meet current and future workforce needs.
  • Build talent pipelines through sourcing, schools, community partnerships, apprenticeship programs, professional associations, and industry networks.
  • Use hiring metrics and workforce trends to improve recruiting effectiveness and candidate experience.
  • Serve as a recruiting subject matter expert for leaders and hiring managers.
  • Attend on-site recruiting events

Labor Relations & Workforce Administration

  • Administer contractually required staffing actions, seniority lists, postings, bidding procedures, and awards for represented positions.
  • Interpret labor agreements, established practices, and company policies related to staffing and workforce movement.

Required Qualifications

  • Bachelor’s degree or relevant military experience at or above a U.S. E5 or Canadian Petty Officer 2nd Class or Sergeant ranking AND 5 years of experience, OR 8–10 years of progressive experience in recruiting, staffing, labor relations, workforce planning, or employee relations in a manufacturing, industrial, unionized, or operational environment.
  • Minimum of 2 years of End to End recruiting experience required.
  • Working knowledge of Workday or other HRIS/ATS platforms.
  • Must have current valid, US driver’s license.

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process

Preferred Qualifications

  • Experience supporting union-represented workforces, collective bargaining agreements.
  • Manufacturing, industrial, operations, construction, infrastructure, or energy industry experience.
  • Experience building recruiting partnerships with schools, trade programs, community organizations, or workforce development agencies.

Skills

  • Analytical thinking: Uses data, metrics, and workforce trends to make informed staffing decisions and improve recruiting outcomes.
  • Organizational skills: Effectively manages multiple requisitions, priorities, and staffing processes while ensuring accuracy and compliance.
  • Communication: Clearly communicates with candidates, hiring leaders, HR partners, and labor representatives to drive effective hiring decisions.
  • Relationship building: Develops trusted partnerships with leaders, employees, unions, schools, and external talent sources to support workforce needs.
  • Confidentiality & Prioritization: Manages sensitive information with discretion while balancing multiple priorities in a fast-paced environment.
  • Business acumen: Understands operational priorities and workforce challenges to align talent strategies with business objectives.
