We operate a global, two-sided network at scale that connects hundreds of millions of merchants and consumers. We help merchants and consumers connect, transact, and complete payments, whether they are online or in person. PayPal is more than a connection to third-party payment networks. We provide proprietary payment solutions accepted by merchants that enable the completion of payments on our platform on behalf of our customers.

We offer our customers the flexibility to use their accounts to purchase and receive payments for goods and services, as well as the ability to transfer and withdraw funds. We enable consumers to exchange funds more safely with merchants using a variety of funding sources, which may include a bank account, a PayPal or Venmo account balance, PayPal and Venmo branded credit products, a credit card, a debit card, certain cryptocurrencies, or other stored value products such as gift cards, and eligible credit card rewards. Our PayPal, Venmo, and Xoom products also make it safer and simpler for friends and family to transfer funds to each other. We offer merchants an end-to-end payments solution that provides authorization and settlement capabilities, as well as instant access to funds and payouts. We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Together, our values ensure that we work together as one global team with our customers at the center of everything we do – and they push us to ensure we take care of ourselves, each other, and our communities.

Job Summary:

About the role

At PayPal, real-time decisioning powers customer protection and global commerce. We’re looking for a Senior Technical Program Manager to own end-to-end delivery across a portfolio of risk strategies and the next-generation Risk Decisioning Platform. From roadmap to production, you’ll be accountable for the integrated plan, the cross-team execution, and the measurable results. You’ll partner with the Product Manager, risk strategy leaders, data science, modeling, and engineering to turn the roadmap into outcomes: loss reduction, approval rates, and customer experience.

Near term, you’ll lead the program to move strategies off legacy systems and ramp them to full production. Beyond that, you’ll orchestrate the launch of new strategies and build the delivery mechanisms, including experimentation and automation, that keep them improving.

Job Description:

Essential Responsibilities:

  • Scope: The project & program responsibilities are focused on internal information system-specific project tasks or non-technical project completion using an internal customer perspective, both typically from initiation through delivery.
  • Organize daily activities based on organizational goals.
  • Develop and implement new programs that support objectives.
  • Monitor projects and oversee project managers.
  • Evaluate program strengths and weaknesses.
  • Develop program budgets and plans.
  • Meet with stakeholders to discuss program status and goals.
  • Improve strategies with the marketing team.

Minimum Qualifications:

5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications :

What you’ll do

Own end-to-end program delivery. Turn the product roadmap into an integrated, multi-quarter plan spanning rules, models, data pipelines, platform capabilities, and customer treatments, with clear milestones, owners, and dependencies. Lead independently.

Lead the legacy migration. Own the strategy, sequencing, and execution of moving risk strategies to the Risk Decisioning Platform, including parity validation, shadow and champion/challenger testing, cutover, and ramp to full production.

Drive new strategy launches. Establish repeatable launch processes, from design through readiness reviews, rollout gating, monitoring, and rollback, that other teams adopt as the standard.

Align teams and leaders. Partner across data science, modeling, engineering, platform, risk operations, and strategy teams on scope, sequencing, and trade-offs. Resolve cross-org blockers early and influence without direct authority.

Manage dependencies and risk. Make critical paths and dependency maps visible, and anticipate risks to data, models, platform capacity, and infrastructure before they hit the schedule.

Enable experimentation and automation. Work with engineering and data science to make testing, deployment, and strategy optimization faster and safer, focusing on the highest-leverage automation.

Track, report, and govern. Define program metrics and dashboards covering delivery health, strategy performance, and captured savings. Present in program, product, and steering committee reviews, shaping the narrative and trade-off recommendations for senior leadership.

Raise the bar. Introduce scalable program practices and post-launch retrospectives, and mentor other program managers.

What you bring

5+ years of program or technical program management experience delivering complex, cross-functional technical programs, including programs spanning multiple teams or organizations

Strong technical fluency in data pipelines, model deployment, APIs, and distributed systems, enough to engage credibly with engineers and data scientists and challenge technical trade-offs

Proven experience leading large-scale migrations or platform transitions, including cutover and ramp planning, with ownership of strategy as well as delivery

Excellent planning, prioritization, and risk management skills, with a record of delivering on time in ambiguous, fast-moving environments

Demonstrated ability to influence senior stakeholders and drive alignment across competing priorities without direct authority

Outstanding written and verbal communication, including the ability to brief executives and steering committees

Comfort working with data: you define metrics, read dashboards, and use them to steer the program

Bachelor’s degree in a technical or quantitative field, or equivalent experience

Nice to have

Hands-on background in engineering, data science, or risk analytics

Experience with real-time decisioning or rules-engine platforms

Experience mentoring or leading other program managers
