TEMPORARY POSITION

The purpose of this position is to perform a variety of routine and complex clerical, technical, accounting, and legal support assignments in support of the Solid Waste Director. This position assists in collecting tipping fees and weights from commercial and industrial customers, adhering to applicable South Carolina Department of Health and Environmental Control regulations and statutes. This role provides customer service to both internal and external clients, and assists with daily operations of the department such as computer operation of truck scales and the collection and accounting of tipping fees. Responsible for operating inbound and outbound computerized truck scales to track waste being disposed or recycled. Duties include maintaining daily logs, forms, and reports, verifying scale transactions for accuracy, and providing front line customer service to residents and commercial customers.

ESSENTIAL JOB DUTIES:

  • · Provides customer service to residence and commercial entities, observes, and directs inbound and outbound traffic.
  • · Operates computerized scale system to weigh vehicles hauling waste and recyclables materials, and enters, verifies for accuracy, updates and retrieves computer data.
  • · Collects receipts and records tipping fees, balances daily totals, prepares deposits, prepares daily and monthly report, responds to telephone calls, and provides information or routes callers to the appropriate personnel. Respond to callers from recycle centers and dispatch drivers as required.
  • · Calculates, receives receipts and posts various fees, fines and other payments; balances receipts daily; processes overpayments as appropriate.
  • · Prepares periodic and special reports as required by the department, County and other agencies.
  • · Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel and citizens in regard to acceptable and unacceptable waste.
  • · Greets customers and provides professional, courteous customer service; assists customers or obtains information for customers as requested; explains department policies and procedures; refers customers to other personnel or offices as appropriate.
  • · Prepares, types, copies, files, transmits various records, reports, notices, forms, correspondence, etc.
  • · Provides administrative and clerical assistance that includes extensive filing, mail processing, phone and fax communications, e-mail. communications, and general office upkeep.
  • · Performs specialized clerical or technical duties as assigned.
  • · Attends staff, committee and County meetings as required.
  • · Attends training, meetings, and/or workshops to enhance job knowledge and skills.
  • · Assists in maintaining clean and orderly work and public areas.
  • · Maintains cleanliness of scales.
  • · Performs other related duties as assigned.

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Customer service and interpersonal skills.
  • Ability to operate computers and computerized equipment.
  • Ability to effectively communicate orally and in writing.
  • Ability to operate basic office equipment and tools, and the ability to make minor repairs.
  • Ability to perform semi-skilled work.
  • Ability to interpret technical procedures, manuals, and reports.
  • Organizational skills.
  • Ability to work independently.
  • Extensive math and accounting skills.
  • Knowledge of South Carolina DHEC regulations relating to solid waste disposal.
  • Knowledge of scale software/data base entry.

EDUCATION AND EXPERIENCE:

High School Diploma or equivalent, and six (6) months of related work experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

Required : None.

PHYSICAL DEMANDS:

The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects.

This position has the following special vision requirements: close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more); color vision (ability to identify and distinguish colors); peripheral vision (ability to observe an area that can be seen up or down and to the left and right when vision is fixed on a given point); depth perception (three-dimensional vision, ability to judge distances and spatial relationships); adjust focus (ability to adjust the eye to bring an object into sharp focus).

WORK ENVIRONMENT:

Work is performed in a high risk indoor and/or outdoor work environment; may encounter noise, weather, extreme temperatures, moisture, humidity, dust, odors, fumes, gases, vibration, mechanical hazards, chemical hazards, or moving mechanical parts. In the performance of their duties, employees may be required to use personal protective equipment such as face masks, goggles, boots, gloves, or eye shields.
