Description

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Training Specialist II at Arlington, VA (USMS Headquarters).

*This position is contingent on the award of a federal contract.

Key Responsibilities:

  • Facilitate and deliver instructor-led training in classroom, virtual, and blended-learning environments.
  • Conduct workshops, simulations, group exercises, discussions, case studies, and microlearning sessions.
  • Support administration of training programs serving geographically dispersed federal personnel.
  • Coordinate course scheduling, enrollment, registration, classroom logistics, and learning platform activities.
  • Administer and maintain learning management systems and training records.
  • Develop and maintain training catalogs, learning pathways, and competency-based development programs.
  • Provide logistical support and coordinate training events with Government stakeholders.
  • Manage and update training materials, course documentation, and training libraries.
  • Track learner participation, certification completion, and compliance reporting.
  • Utilize adult learning methodologies to maximize learner engagement and knowledge retention.
  • Assess training effectiveness through evaluations, surveys, performance metrics, and Kirkpatrick methodologies.
  • Prepare reports and recommendations based on training outcomes and organizational needs.
  • Support annual training budgets, schedules, and workforce development initiatives.
  • Participate in weekly project meetings and provide recommendations for program improvement.
  • Assist with train-the-trainer activities and mentoring initiatives.

Requirements

Minimum Qualifications:

  • Bachelor's degree in Education, Adult Education, Curriculum & Instruction, Training & Development, or related discipline.
  • In lieu of a degree, ten (10) years of directly related experience.
  • Minimum five (5) years of experience delivering and facilitating professional training programs.
  • Experience providing classroom, virtual, blended-learning, workshop, and simulation-based instruction.
  • Experience administering training programs and maintaining learning management systems.
  • Experience developing and maintaining training catalogs and records.
  • Experience evaluating training effectiveness and applying Kirkpatrick evaluation methodologies.
  • Strong presentation, facilitation, communication, and stakeholder engagement skills.
  • Advanced proficiency with Microsoft Office Suite.
  • Ability to obtain and maintain a Moderate Risk Background Investigation (MBI).

Preferred Qualifications:

  • Master's degree in Education, Adult Learning, Organizational Development, or related field.
  • Federal government training experience.
  • Experience supporting law enforcement, investigative, financial, or asset forfeiture organizations.
  • Certified Professional in Learning and Performance (CPLP/CPTD) or similar training certifications.
  • Experience using LearnUSMS, DOJ systems, or other federal Learning Management Systems.
  • Instructor certification from a federal training organization or accredited training institution.
