[What the role is]

As Singapore's lead planning agency for after-death facilities and services, NEA plays a critical role in ensuring that the after-death sector continues to meet Singapore's evolving demographic and societal needs. The Memorial Facilities Planning Division is responsible for developing policies and regulatory frameworks, planning after-death infrastructure and working closely with government agencies, industry stakeholders and the community to ensure that after-death services remain accessible, sustainable and responsive to changing needs.

This is an individual contributor role. You will take on responsibilities spanning policy and regulatory development, infrastructure and land-use planning, research and data analysis and stakeholder engagement. You will help identify emerging issues, evaluate policy options and develop practical solutions that balance public interest, industry needs, regulatory requirements and operational considerations. Beyond developing policy recommendations, you will be expected to translate them into workable implementation plans, anticipate potential challenges and work with stakeholders to deliver outcomes.

[What you will be working on]

You will be responsible for the following:

  • Develop and review policies and regulatory frameworks governing funeral parlours, embalming services and other after-death services.
  • Support the administration and enhancement of the funeral parlour licensing framework and embalmer registration.
  • Identify policy, regulatory and operational gaps, and develop appropriate interventions or practical solutions and implementation approaches to address them.
  • Evaluate the effectiveness of existing policies and regulations and recommend improvements where necessary.
  • Conduct research and data analysis to identify trends in after-death service demands and changing public preferences, and translate findings into evidence-based policy and planning recommendations.
  • Support long-term planning for after-death facilities, taking into account demographic projections, existing and future capacity, industry needs and land-use constraints.
  • Plan and review the Government Land Sales programme for after-death uses, including site launch strategies, tender preparation and evaluation of proposals
  • Work with relevant agencies and stakeholders to assess development feasibility, infrastructure requirements and implementation considerations.
  • Engage stakeholders such as government agencies, funeral services providers and industry associations to understand their perspectives and address policy issues.

[What we are looking for]

Requirements:

  • Experience in the following areas is preferred:
  • Policy development, regulatory work, public administration, or strategic planning

  • Conduct research or data analysis to support policy development and evidence-based decision-making
  • Engage stakeholder, particularly in working with industry players, government agencies or community stakeholders on complex policy issues
  • Prepare policy submissions, briefings and recommendations for senior decision-makers
  • Strong analytical and problem-solving skills, with the ability to structure complex issues, identify underlying gaps, evaluate options and develop practical solutions.
  • Able to interpret quantitative and qualitative information, identify meaningful insights and make evidence-based recommendations.
  • Strong written and verbal communication skills, with the ability to present complex issues and recommendations clearly and persuasively to senior management and diverse audiences.
  • Sound judgement and the ability to balance policy objectives with regulatory, operational and stakeholder considerations.
  • Good interpersonal skills and a collaborative spirit, with the ability to work effectively across internal teams, government agencies and external stakeholders.
  • Thrives in a fast-paced environment and can manage multiple policy workstreams, priorities and stakeholders concurrently.
  • Being professional with sound judgement in handling sensitive matters relating to death, bereavement and funeral services with empathy, discretion and tact.
