Summary

Serves as the Budget Analyst for the Human Resources and Professional Development Directorate (HRPD), Leadership and Professional Development Division (LPDD) and Workforce Wellness and Services Division (WWSD). The incumbent is under the supervision of the Chief Learning Officer

Duties

The major duties of the Budget Analyst position include, but are not limited to, the following: Monitors all travel commitments, travel vouchers, local travel and other reimbursement vouchers in the Unified Financial Management System (UFMS) and ensures that the UFMS is reconciled. Participates with branch chiefs and program managers in strategic planning, which impact budgetary requirements. Monitors and tracks expenditures for the budget execution phase and analyzes the receipt, obligation, and expenditure of funds to ensure program funds are available and used properly and effectively. Duties will be developmental in nature when filled below the full performance level.

Qualifications

To qualify for the Budget Analyst position at the GS-14, you must meet the following requirements by the closing date of this announcement. Minimum Qualifications Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. To qualify for this position at the GS-14 grade level, candidates must meet the following specialized experience by the closing date of this announcement .EXPERIENCE: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-13) (obtained in either the public or private sectors). This experience must include all of the following: Serves as an advisor to top management officials regarding budget guidelines and processes. Issues instructions as to data required for formulation of plans and budgets. Participates in program planning to ensure an integrated budget and planning process; AND Develops budget estimates and ensures proper balance among operating programs. Participates in planning and coordinating budget presentation activities. Ensures the completeness and adequacy of support data and consistency of testimony with statements of past years; AND Monitors budget execution for substantive programs by analyzing costs, benefits and trends in obligation and expenditures, and recommends actions to improve cost effectiveness.
