Summary

You will serve as a Budget Analyst with National Park Service. The incumbent serves as a consultant and advisor in all phases of budget and related financial management matters. Provides leadership to managers of budget programs in budget formulation and execution.

Duties

Some of the major duties you will perform include but are not limited to the following: Formulates and establishes effective and sound control procedures to ensure control of obligations so that at no time are deficits incurred in any appropriation and obligations do not exceed the approved apportionment for any period. Periodically reviews report of unobligated balances and prepares status and justification reports. Determines need for reapportionments based on these reviews and initiates requests for same. Formulates and executes broad financial plans and policies affecting the authorization and use of funds. Prepares, recommends, and justifies the allocation of funds based on analysis of the budget presentation, legislative directives, workload analyses, annual work plans, field estimates and reports, and financial studies and investigations to achieve a sound financial management program in the National Park Service (NPS) and to ensure equitable and correlated distribution of funds. Provides technical direction and leadership to improve efficiency and effectiveness of financial management operations at all levels. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/21/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-11/GS-12 grade levels: Specialized Experience GS-11: One year of specialized experience which includes: Comprehensive knowledge of the principles and objectives of Government budget formulation and required by administration in order to perform a variety of substantive budget duties. Thorough understanding of Governmental accounting, financial controls, financial reporting direction and procedures, and methods for cost analysis. In-depth knowledge of the NPS budget structure, including budget line items, budget activities, appropriations, and limitations in order to be able to ensure funds are properly budgeted and planned within legal and administrative constraints. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, Business Administration. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes: In-depth knowledge of Congressional, Departmental, OMB, and agency financial processes, procedures, and requirements. Skill in using accounting and financial records and identifying errors, as well as correction procedures. Knowledge of organizational relationship to track budgetary process; i.e., OMB's relationship to Congress, agency, etc. Skill in budget execution to maintain financial controls and avoid a violation of the Anti-Deficiency Act. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
