Summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCE DEPARTMENT / N00FM of NAVAL COMP TELCOM AREA WESTPAC.
Duties
- You will be responsible for a variety of fiscal and accounting requirements within the financial and budget administration for NCTS Guam.
- You will perform or advise on work in any of the phases or systems of budget/financial administration.
- You will analyze and recommending costs and benefits Of alternative methods of financial management of organization's programs and administrative operations.
- You will implement legal and regulatory controls Over approved budgets; implementation of internal controls and assisting.
- You will perform a variety of fiscal, accounting, or financial management duties and responsibilities.
- You will generate reports related to budget and accounting systems and services under accounting and budget lanes.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by 1. identify, analyze, and develop solutions for complex accounting problems. 2. providing pay and leave rules, regulations, procedures, and systems. 3. communicate effectively, both orally and in writing, to provide and obtain information on procedural and administrative matters. 4. knowledge with financial systems, Standard Accounting & Budgeting Reporting System (SABRS), and Command Financial Management System (CFMS). This position is within the Work Category ???????Technic i an & Admin Supp at Work Level III, Series and Grade ???????GG-11. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related A transcript must be submitted with your application if qualifying using education. Additional Information: This position has been designated as a Defense Financial Management Certification Program and is required proficiency level 1 per DODI 1300.26 as a condition of employment. This designation requires: 1. The incumbent participates in a continuous learning (CL) program. Initial certification requires 46 total course hours in the areas of Financial Management and Leadership Competencies, then a bi-annual 40 hour minimum Of Financial Managment related continuous learning must be documented in a current individual development plan signed by both the employee and the supervisor. 2. The incumbent must obtain the required credentials within 24 months of appointment and maintain those credentials. For more information, please review DODI 1300.26. Failure to meet a condition Of employment may result in disciplinary and/or adverse action up to removal from federal service.
