Summary

This vacancy is for a GS-0501-9, Financial Specialist located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-C5ISC FISCAL EXECUTION SECTION-NORFOLK VA in NORFOLK, Virginia.

Duties

You will serve as a Financial Specialist and be responsible for providing professional advice and assistance to the organization on all budget and resource management matters. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviewing financial reports to identify significant variances and account discrepancies. Initiating corrective accounting actions to ensure prompt resolution of outstanding financial issues. Gathering customer feedback on service performance to support continual organizational improvement. Recommending operational improvements to upgrade financial tools, applications, and reporting processes. Monitoring budget execution in automated financial systems to track fund obligations and balances. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. PAL (Principles of Appropriations Law) or management determined equivalent within two years of entry into the position. Qualifications

To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience must include performing the following types of tasks on a regular basis. Reviewing financial status reports and ledgers to identify significant accounting issues, variances, and abnormal balances. Initiating corrective adjustments, journal entries, or follow-up actions to ensure all unresolved accounting discrepancies are remediated. Gathering feedback from internal and external stakeholders on service delivery to support continuous organizational improvement. Developing recommendations for management to enhance or upgrade financial tools, automated applications, and operational reporting methods. Operating financial management systems and electronic tools to monitor budget execution data, commitments, and account balances. OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related NOTE: All experience statements (i.e., duties, specialized experience, or related applicable assessment) copied from this announcement and pasted into your resume will not be considered as a demonstration of your qualifications for this position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position does not have a positive education requirement. Transcripts should be legible and detailed, showing course number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours, and grade earned. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States.
